issue a Request for Offer (RFO) to provide equipment and labor to lift
two high pressure cylindrical vessels (T9219 and T9220) and one
spherical vessel (T9218) from existing foundations at Test Stand (TS)
116, Marshall Space Flight Center (MSFC), Huntsville, Alabama,
transport the vessels to Stennis Space Center (SSC), Mississippi, by
barge and set into place on existing foundations or structure.
Approximate weight -- 250 tons each. This procurement is being
conducted under the NASA MidRange Pilot Test Program approved by the
Office of Federal Procurement Policy. This procurement is 100%
Set-Aside for small business concerns. The estimated price range is
between $1,000,000 and $5,000,000. All responsible sources may submit
an offer which shall be considered by the agency. The solicitation will
be released as soon as practicable whether prior or subsequent to May
23, 1997 with an anticipated offer due date of on or about June 24,
1997. The solicitation and any documents related to this procurement
will be available over the Internet. The Specifications and Drawings
will be mailed under separate cover to those firms requesting copies.
These documents will be in ASCII or RTF format and will reside on a
World-Wide Web (WWW) server, which may be accessed using a WWW browser

Prospective offerors shall notify this office of their intent to submit
an offer. It is the offeror's responsibility to monitor this site for
the release of the solicitation and amendments (if any). Potential
offerors will be responsible for downloading their own copy of the
solicitation and amendments (if any). Hard copies may be obtained from
the identified point of contact; however, the closing date for the
hard copy received shall be the same as the solicitation, inclusive of
any amendments, released on the Internet. Transmission of requests by

688-1852 are acceptable. An ombudsman has been appointed to hear
concerns from offerors, potential offerors, and contractors during the
preaward and postaward phases of this acquisition. The purpose of the
ombudsman is not to diminish the authority of the contracting officer,
or the selection official, but to communicate concerns, issues,
disagreements, and recommendations of interested parties to the
appropriate Government personnel and to work to resolve them. When
requested, the ombudsman will maintain strict confidentiality as to the
source of the concern. The ombudsman does not participate in the
evaluation of proposals, the source selection process, or the
adjudication of formal contract disputes. Interested parties are
