Minnesota, intends to award a contract for reagents and expendable
supplies for use with the VA owned Boehringer Mannheim/Hitachi 911
Random Access Chemistry Analyzer. All reagents must be compatible for
use on the Hitachi 911 instrumentation and must provide the highest
level of precision available for testing of drugs of abuse inorder to
meet certification requirments as a NIDA laboratory, e.g. utilize CEDIA

quantities as listed are an estimated yearly usage. The VAMC
anticipates entering into a one year contract agreement with two
additional 12-month options to renew. This solicitation allows that
offerors may offer varying prices for option years. NOTE: This is a
combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6 as supplemented with
additional information included in this notice. Solicitation
#RFQ-30-LK-97 is assigned as Request for Quotes (RFQ). This
announcement constitutes the only solicitation and quotes are being
requested herein. A separate written solicitation will not be issued.
Solicitation documents and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 90-45. This
procurement is unrestricted. SIC code is 2835. Contractor shall provide
the above listed products or equal on an on demand as needed basis
through delivery orders placed by VA and delivered FOB Destination to
the Department of Veterans Affairs Medical Center, Warehouse-90D,
Building 70, One Veterans Drive, Minneapolis, MN 55417. Offerors are
requested to provide their best prices to the VAMC along with their
most current printed catalog price list. This will be a firm fixed
price contract. NOTICE TO OFFERORS: The VA may elect to make payment
for supplies ordered under a resulting contract by using a Government
VISA card under terms and conditions of the Government's IMPAC System.

Commercial Items. Offerors must include a completed copy of the
provision at 52.212-3 Offeror Representations and Certifications --
Commercial Items, with its offer. Evaluations may be conducted to
determine that product offered will meet Government's needs and Bid
Samples may be requested to be provided at contractor's expense.
Evaluation Factors for award: Technical capability of the items offered
and Past Performance History are rated at 70% and price is 30%. Award
of Contract will be determined as Best Value for the Government and
will be based upon the evaluation factors. Award may be made with or
without discussions with offerors. Original proposals shall be
