synopsis/solicitation for commercial items prepared in accordance with
FAR Subpart 12.6 as supplemented with additional information included
in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION
DOCUMENT;PROPOSALS ARE BEING REQUESTED AND A SOLICITATION BOOKLET WILL
NOT BE ISSUED. Solicitation CNC-90269-AG-28 is issued as a Request for
Proposals (RFP). The solicitation document, and incorporated clauses
and provisions are those in effect through Federal Acquisition Circular
90-46. Offerors shall provide unit price, extended amount and total
cubic measurements (cubic feet) for the following item: Solvent
Recovery System, 220V, 3ph, 60hz, automatic, capable to process up to
55 gallons of contaminated solvent in 8 hours. Tank capacity (min/max)
15/55gal; destillation output: 55gal/8hrs; maximun
operatingtemperature:400 F. Other features required: Automatic
destillation cycle control; closed water cooling system; condensing of
solvent vapors by water cooling; disposal ofresidues by the use of
thermo-resistant bags; automatic shut down in case of failures due to
temperature or pressure problems in the system and when all solvent has
been distilled; explosion proof and/or low voltage (+/-12V) components
as required to have a complete system that ensures a safe operations;
a unit to prevent opening the evaporation chamber until after it has
cooled to a safe temperature (104 F). Materials: The evaporator tank,
boiler, heating elements and water-cooled condenser shall be
manufactured in stainless steel. Quantity: 2 (two) each. Manuals:
Offers shall include five (3) copies of operations and maintenance
manuals in English and Spanish if available and recommended spare parts
list. Delivery: within thirty (30) days, after receipt of notice of
award F.O.B. Destination New Orleans, Japonica Street, New Orleans, LA
70117-4556 or within sixty (60) days, after receipt of notice of award
C.I.F/F.O.B. destination Panama, Panama Canal Commission, Industrial
Division, Mount Hope, Colon, Republic of Panama, Attn: Mr. Polo. A
differential will be applied to offers quoted on F.O.B. destination New
Orleans, versus those quoted C.I.F./F.O.B. destination,Panama, for
comparative evaluation. FAILURE TO PROVIDE DELIVERY TERM SELECTED MAY
CAUSE REJECTION OF YOUR OFFER. The following Clauses and Provisions
apply to this acquisition: Provision 52.212-1,Instructions to Offerors
-- Commercial Items (October 1995) with the exception of subparagraph
(d),(g) and (h), OFFEROR SHALL INCLUDE A TECHNICAL DESCRIPTION OF THE
ITEMS BEING OFFERED IN SUFFICIENT DETAIL TO EVALUATE COMPLIANCE WITH
THE REQUIREMENTS IN THE SPECIFICATIONS. THIS MAY INCLUDE PRODUCT
LITERATURE, OR OTHER DOCUMENTS, IF NECESSARY. Provision 52.212-2
Evaluation Commercial Items. The Government will award the contract
resulting from this solicitation to the responsible offeror whose offer
conforming to the solicitation will be most advantageous to the
Government, price, and other factors considered. The offeror shall
submit information concerning PAST PERFORMANCE in similar supplies
furnished during the past three years, name, address, telephone number,
point of contact, and total dollar amount of contract. PRICE is an
important evaluation factor for award, however, past performance is
equally important as price. Therefore, the Commission reserve the right
to award the contract to a firm whose offer is not the lowest in price.

Commercial Items (March 1996)- OFFERORS SHALL INCLUDE A COMPLETE COPY
OF PROVISIONS 52.212-3 WITH THEIR OFFER; Clause 52.212-4, Contract
Terms and Conditions -- Commercial Items (Oct 1995); Clause 52.212-5,
Contract Terms and ConditionsRequired to implement Statutes or
Executive Orders -- Commercial Items (Oct.1995), but only the following
additional FAR clauses incorporated by the Contracting Officer under
paragraph (b) apply: 52.203-6 and 52.203-10. Clause 52.211-5 New
Material and Clause 52.215-18, facsimile Proposals also apply to this
