materials and perform all work for removing and replacing approximately
1,875 square yards (1,568 square meters) of existing deteriorated
asphalt pavement, for shimming and placing an asphalt concrete overlay
on approximately 5,050 square yards (4,222 square meters) of existing
asphalt pavement, and for installing a total of 1180 lineal feet (366
lineal meters) of steel guardrail at roadways and parking areas at
Eisenhower and Snell Locks and the Corporation Maintenance Facility,
near Massena, New York. The work also includes regrading shoulders and
adjacent lawn areas and cleaning, filling and sealing cracks/joints.
This work is to be completed within six (6) weeks after contract award.
The price range is between $25,000.00 and $100,000.00. Bid opening date
approximately June 27, 1997. $50.00 nonrefundable fee per set for
plans, specs., and drawings. The solicitation package may be requested
by mail and must be received no later than 15 days after Commerce
Business Daily publication. No telephone requests. This will be a
Firm-Fixed Price Contract. This solicitation shall be issued in
accordance with the "Small Business Competitiveness Demonstration
Program". All responsible sources may submit an offer which shall be
considered by the Saint Lawrence Seaway Development Corporation. See

WOMEN-OWNED AND DISADVANTAGED BUSINESS ENTERPRISES: The Department of
Transportation (DOT) Office of Small and Disadvantaged Business
Utilization (OSDBU), has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
This is applicable to any eligible prime or subcontract at any tier.
The DOT Bonding Assistance Program enables firms to apply for bid,
payment, and performance bonds up to $1.0 million per contract. The DOT
provides an 80% guaranty on the bond amount to a surety against losses.
Loans are also available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
