plans to issue a Request for Offers to Rehabilitate the M7-505 HVAC
System, Phase III. The project consists of providing the labor,
equipment and materials to accomplish the following: Replace three DX
Air Conditioning Units with chilled water air handling units. Included
in this work is asbestos abatement; demolition of piping, ductwork and
existing equipment; new equipment, piping, ductwork and insulation; new
air handler controls; electrical service modifications; and necessary
ancillary work. Replace one DX Cooling System (Air Cooled Condensing
Unit and Cooling Coil) with chilled water cooling coil. Add air
conditioning to the southwest machine shop area. Included in this work
is new equipment, piping, ductwork, and insulation; new air handler
controls; new electrical service; modifications to existing automatic
sprinkler system; and other necessary ancillary work. This procurement
is being conducted under the NASA MidRange Pilot Test Program approved
by the Office of Federal Procurement Policy. The order of magnitude for
the procurement is $250,000 to $500,000 and the effort shall be
completed within 232 calendar days after notice to proceed. This
procurement IS NOT a small business set-aside. This procurement is part
of the Small Business Competitiveness Demonstration Program. The
Standard Industrial Classification Code for the procurement is 1711.
The corresponding size standard is $7.0 million. The anticipated
release date of the RFO is on or about 5/20/97 with an anticipated
offer closing date of on or about 6/20/97. The firm date for receipt of
offers will be stated in the RFO. Drawings will be available from the
identified point of contact. All responsible sources may submit a bid
which shall be considered by the agency. An ombudsman has been
appointed -- See Note "B". The solicitation and any documents related
to this procurement will be available over the Internet. These
documents will be in ASCII or RTF format and will reside on a
World-Wide Web (WWW) server, which may be accessedusing a WWW browser

Prospective offerors shall notify this office of their intent to submit
an offer. It is the offeror's responsibility to monitor this site for
