Invitation for Bid (IFB) for Services and Materials for Modifications
to 14 x 22 Subsonic Tunnel, Building 1212C. The solicitation includes
base bid work plus two options. Base bid work includes but is not
limited to the construction of a high bay addition to Building 1212C.
The addition will be approximately 1200 gross square meters and will
consist of a large open area including new toilets, a 172 square meter
second floor technician room, and a 172 meter third floor mechanical
equipment mezzanine. Option number 1 includes modifications to the
existing 7 x 10 wind tunnel, Facility 1212B. Work includes removal of
existing cement asbestos siding, modifications to existing structural
steel framing, new exterior metal siding, removal of existing steel
turning vanes, new overhead coiling door, interior fire-rated metal
stud and gypsum wallboard partitions, related electrical lighting,
sitework, and screen removal and salvage. Option 2 provides a new
80-ton chiller in lieu of relocating the existing 50-ton chiller.
Additional work includes removal of the existing 50-ton chiller,
replacing two circulating pumps, providing connections for piping and
electrical and testing for the new 80 ton chiller. This procurement is
being conducted under the NASA MidRange Pilot Test Program approved by
the Office of Federal Procurement Policy. The order of magnitude for
the procurement is $1,000,000 to $5,000,000 and the effort shall be
completed within 365 calendar days after notice to proceed. This
procurement is part of the Small Business Competitiveness Demonstration
Program. The Standard Industrial Classification Code for the
procurement is 1542. The corresponding size standard is $17.0M. The
anticipated release date of the IFB is on or about 5/16/97 with an
anticipated offer closing date of on or about 6/16/97. The firm date
for receipt of offers will be stated in the IFB. Specifications and
drawings will be available from the NASA LaRC Bid Distribution Office
at 757-864-2547. All responsiblesources may submit a bid which shall be
considered by the agency. An ombudsman has been appointed - -- See Note
"B". The solicitation and any documents related to this procurement
(with the exception of the specifications and drawings) will be
available over the Internet. These documents will be in ASCII or RTF
format and will reside on a World-Wide Web (WWW) server, which may be
accessed using a WWW browser application. The WWW address, or URL, of

shall notify this office of their intent to submit an offer. It is the
offeror's responsibility to monitor this site for the release of the
