M -- OPERATION AND MAINTENANCE OF A GROUNDWATER TREATMENT SYSTEM SOL 107 DUE 053097 POC Bobbie Hughes, (414) 272-1052, ext 543 A two-step bidding process will be used to select a subcontractor to operate and maintain a groundwater treatment system at the Onalaska Muncipal Landfill Site, and uncontrolled hazardous waste site in Onalaska Township, WI. The Contractor is CH2M HILL, Inc. and the project is funded by the U.S. EPA under CH2M HILL's prime contract 68-W6-0025. The project consists of providing operation and maintenance services, response to facility alarms, emergency repair services, snow removal, etc. The groundwater treatment facility includes extraction wells, aeration tank, clarifier, air stripping tower and plate and frame filter press. A qualified operator must be present at the facility a minimum of 4 hours per day, 5 days per week. A qualified operator must be able to arrive at the facility within 2 hours notification of an alarm condition. All subcontractor personnel who will perform work at the Onalaska Site must be trained per the requirements of 29 CFR 1910.120 and ANSI standard Z88.2. All treatment operators will hold at least a Grade 2 Wisconsin Wasterwater Treatment Plant Operator's Certficate or will hold a Grade 1 certificate and demonstrate progress towards Grade 2 Certification. Under the two-step bidding process, interested subcontractors will submit a separately sealed technical proposal and separately sealed pricing proposal. Only those offerors whose technical proposals meet the RFP requirements will be eligible for Step Two. During Step Two, the pricing proposals of eligible offerors will be opened and award will be made to the eligible offeror with the lowest bid. The RFP package will be available on May 9, 1997. Company and opertaor experience, project approach, financial record and health and safety policies are factors that will be evaluated. Both Step One and Step Two Bids are due in the CH2M HILL office by 4:00pm CST on May 30, 1997. A mandatory pre-bid meeting will be held at the site on May 16, 1997. (0125)
