Gonzalez, Contracting Officer (541) 383-5547. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12, Subpart 12.6. A supplemented solicitation will not be issued. This is a Request for Quotations (RFQ) number RFQ 97-806. This solicitation document will incorporate provisions and clauses that are in effect through the Federal Acquisition Circular 90-42. The standard industrial classification code is 3523 and the small business size standard is 500 employees. This requirement is for PURCHASE and DELIVERY of one (1) AGRICULTURE TRACTOR -- consisting of the MINIMUM specifications as listed: (1) Minimum 100 PTO HP. (2) Type -- MFWD with front and rear tread adjustable. (3) Engine Type -- 400 cid -- Diesel 6-Cylinder turbocharged. Service indicator in view of the operator for air cleaner condition. Diesel starting aid shall be furnished. (4) Transmission Type -- A standard syncromesh transmission with 16 speeds forward and reverse with added creeper gears. (5) Electrical -- 12-volt starting and lighting system. (6) Fuel -- 20-gallon minimum capacity. (7) Exhaust -- Vertical-type with rain cap. Overriding governor-type, foot control. (8) Winterization -- to minus 34 degrees F. (9) Front Headlights (two), rear working lights (two), taillight, and flashing safety lights are required. (10) Powersteering is required. (11) Tires -- Front tires shall be 295/R34 8-ply minimum, 67-inch center to center spacing front and rear. Rear tires shall be 14.9 x 46 8- ply with 40% calcium chloride. (12) Seat -- Adjustable padded seat with back rest and resilient-type mounting. (13) The tractor shall be equipped with a Category II three-point lift-type hitch. Inside stabilizing, adjustable chains and swinging drawbar hitch is required. (14) 540 RPM independent power take-off required. (15) Electric-hour meter required. (16) Spark arrestor with 80 percent efficiency required meeting SAE J350. (17) Hydraulic System -- The Hydraulic systems for operation of allied and attached equipment shall have a 26 g.p.m. at 2400 psi minimum pump and ample tank capacity to provide for a full flow of oil for maximum operating cycles without evidence of overheating or other inadequacy. (18) Two sets of independent, quick disconnect one-half inch diameter outlets for double-acting cylinders with all necessary controls. (Both are for rear-mounted equipment.) (19) The tractor shall have self-closing, dust- proof couplings, or equivalent methods to protect the oil and protect the system from dust and dirt. Additional Accessories and Allied Equipment: (a) Differential lock shall be provided. (b) Additional front-frame weights required, minimum 600 pounds. (c) Back-up alarm or audio signal. (d) Tool box capable of being locked (estimated size 24" x 9" x 11"). (e) Operator's seat belt. (f) Tractor shall be equipped with a horn, SWV emblem, shall comply with 29 CFR 1926.600m 1926.1000 and 1926.1003. (g) Enclosed cab with air conditioning. Sound levels inside cab should not exceed 76db(a). (h) Adjustable wheels. (i) Detachable front end loader with 85 inch self leveling bucket. Tractor hood equipped with hoodguard.
