jfinkel@pica.army.mil. This is a Non-Developmental Item (NDI)
procurement program directed towards the standardization of the 40mm
Canister Cartridge that shall be fired from the MK-19 Mod 3 Grenade
Machine Gun (GMG). The program shall be a two phase, twelve (12) month
program, utilizing a Firm Fixed Price type contract. The proposed
canister cartridge effort should be a high-velocity canister cartridge
developed to provide effective antipersonnel capability out to 100
meters. The cartridge when fired in a 3 round burst shall provide a 80
percent probability of hitting an E sized silhouette at 100 meters.
The cartridge shall also provide a 70 percent probability of
incapacitation (90 percent or greater probability of incapacitation is
desired). A MK-19 Mod 3 Grenade Machine Gun will be furnished to the
successful offeror of this program as Government Furnished Property,
the contractor must have proper storage capability. Phase I shall
consist of design validation, upon finalization of the canister design,
the contractor shall fabricate 378 each canister cartridges and test
various functions such as Transportation Vibration, Belt Pull,
Penetration, Air Pressure, Temperature Extremes, Lethal Mechanisms,
Functioning and Weapon Compatibility, Safety, Noise, Rate of Fire, and
Electromagnetic effects. The decision to proceed with Phase II will be
dependent on the success of Phase I and will be made solely by the
Government. Phase II will consist of manufacturing 3,578 each canister
cartridges in accordance with the new design developed under Phase I.
A draft Request for Proposal (RFP) shall be disseminated through the
Internet ( address: "http://procnet.pica.army.mil"), issued for
industry review and comment. The significant sections of the draft
shall be posted as they become available. Any and all comments to the
draft would be appreciated within ten (10) days of their issuance. Upon
issuance of the Final Request for Proposal any prospective offeror will
be required to submit a representative test sample of 64 rounds of 40mm
Canister Cartridges at no cost to the Government. The samples will be
subjected to technical testing and as such will be evaluated and scored
in accordance with the required criteria that will be set forth in the
RFP. If requested a preliminary Technical Data Package will be
provided for informational purposes only to any prospective offeror who
does not have already a non-developmental item (NDI) 40mm canister
cartridge. All responses to this notice shall be done so in writing in
