Environmental Protection Agency has a requirement for emission testing
and monitoring; method, monitoring, and quality assurance evaluation;
preparation of recommended testing or monitoring related regulatory
language; and data ompilation. The work areas include: (1) develop
emission limits and standards for new source performance standards
(NSPS), national emission standards for hazardous air pollutants
(NESHAP) for source categories, and other Federal regulatory programs;
(2) develop emission factors; (3) characterize emissions from a wide
spectrum of controlled and uncontrolled sources; (4) develop and revise
regulations or alternative approaches for control of air pollutants;
and (5) promote proper and consistent application of stationary source
emission test and monitoring methods in the development and
enforcement of emission control programs nationally. Prospective
contractors should have: (1) experienced personnel and equipment for
performing EPA air pollution testing and monitoring methodsthat have
been published in the Federal Register; (2) capability for extensive
laboratory analyses; (3) experience in evaluating test methods; and (4)
an understanding of EPA'S standard-setting procedures and policies for
controlling emissions for stationary sources. EPA anticipates the
award of two (2) cost-plus-fixed-fee level of effort type contracts
with a base period of performance for each contract of twelve months,
with two additional twelve-month option periods, for a total of 52,675
labor hours. The level of effort requirement of each contract is as
follows: the base period is 18,375 labor hours; 17,885 labor hours for
the first option period; and 16,415 labor hours for the second option
period. The award will be through full and open competition; however,
EPA reserves the right to award one of the two contracts as a small
business set-aside. The SIC code number for both awards is 8734 with a
size standard of $5M in average annual receipts over the preceding
three fiscal years. This procurement is afollow-on to portions of
contracts 68D20161 with SAIC (OMNI), 68D20162 with PES, 68D20163 with
Entropy, 68D20164 with EERC and 68D20165 with MRI. The solicitation is
expected to be issued approximately 6/11/97 and proposals will be due
approximately 30 days after issuance of the solicitation. The
solicitation and amendments will be available via the Internet World
Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to
access the solicitation and amendments via Internet. If you will be
obtaining a copy of the solicitation via Internet, it will be your
responsibility to frequently check the same site where the solicitation
is posted for any amendments. Firms who do not have the capability to
obtain the solicitation from Internet, may submit a written request for
a diskette with the solicitation in WordPerfect 6.1 format from the
contact point at the address above; however only those firms who do NOT
have the capability to obtain the solicitation from the Internet should
request a copy of the diskette. Diskettes will not be sent to those
firms who have Internet access. If you request a diskette of the
solicitation, you will receive amendments by mail, unless you notify us
otherwise. Telephone and fax requests will not be honored. Only one
copy shall be sent to a corporate entity, regardless of the number of
requests from one or more different geographic locations. A copy of the
preliminary source list will be issued to all prospective offerors
along with the solicitation. All responsible sources may submit a
