Contracts Office, Contract@nist.gov. The Mass Spectra Data Center of
the National Institute of Standards and Technology ("the data center")
seeks to incorporate new data types into the NIST Mass Spectral
Database ("the database") in order to make it more useful to the
organic analytical community. Specifically, the data center will start
incorporating infra-red spectroscopic data into the database. The data
for this project have been identified both within NIST and from
external sources. In many cases the data are in electronic format, in
other cases the data are in the form of original or copied graphical
outputs of IR spectrometers. The data in order to be made useful must
be organized, structures found for the compounds, the data that are in
the form of graphical output must be scanned and the resulting
database must be carefully evaluated for errors from impurities,
mislabeled spectra and errors in scanning. The data center has a
collection of about 8500 spectra that are in digital form and in a
database. The data center seeks a contractor that will organize the
additions to the database, check the data as it is added to the
database and serves as the archivist for the IR portion of the
database. The period of performance for this contract is a base year
period with three option year periods. It is anticipated that in the
course of the 4 years of this contract that approximately 10000 spectra
will be added to the database. The data center currently has about 3000
spectra in digitized form. All deliverables shall be FOB Destination,
Gaithersburg, MD. The standard industrial classification (SIC) code is
7389 and the small business size standard is $18 million dollars. All
responsible small business sources may submit a proposal which shall
