This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number N00421-97-R-1168 is issued as a request for proposal (RFP). The incorporated document, provisions and clauses are those in effect through Federal Acquisition Circular 90-42 and Defense Acquisition Circular 91-11. The Metric and Time Space Position Information (TSPI) Division, Atlantic Ranges and Facilities, Naval Air Warfare Center Aircraft Division (NAWCAD) at Patuxent River, MD, conducts dynamic Radar Cross Section (RCS) measurements of aircraft in-flight. This division provides its DOD, foreign and commercial customers with non-coherent and coherent RCS measurement. In an effort to expand its capability and to meet future projects, the Metric and TSPI group has the requirement for high power/low noise UHF/VHF transmitters to be used in making coherent measurements. This requirement is 100% set aside for small business. The applicable SIC is 3812 and the small business size standard is 750 employees. An offeror which proposes to furnish a product which it did not itself manufacture is deemed to be a small business when it has no more than 500 employees, and proposes to furnish the product of a small business manufacturer or producer which end product is produced in the United States. The contract line item numbers and items are: CLIN 0001, one each, high powered, wide bandwidth UHF/VHF Transmitter; and OPTION 1: CLIN 0101, one each, high powered, wide bandwidth UHF/VHF Transmitter and OPTION 2: CLIN 0201, one each, high powered, wide bandwidth UHF/VHF Transmitter. The Government will install these transmitters in cabinets 40 feet off the ground. APPLICABLE DOCUMENTS: National Electric Code. The contractor shall provide the amplifier(s)with the following salient characteristics/evaluation factors: 1.) AMPLIFIER: solid-state. 2.) FREQUENCY RANGE: 150-450 MHz. 3.) RF POWER PEAK: 2000 Watts Peak. 4.) DUTY CYCLE: 6%. 5.) PULSE WIDTH RANGE: 1-100 microseconds. 6). PULSE REPETITION PERIOD: 16.6 -- 1666 microseconds. 7). PULSE RISE/FALL TIME: 150 nsec maximum measured between 10% and 90% power points. 8). NOISE POWER OUTPUT: -100 dBm/Hz maximum (Normal mode-no TTL pulse present). 9). PULSE NOISE REDUCTION: External TTL positive pulse input -- noise power output reduced to -150 dBm/Hz maximum. Delay from TTL trigger to reduction in noise power 40 microseconds maximum. Delay from noise reduction turned off to RF output 40 microseconds maximum. 10). RF INPUT: 0 dBm for full output power. 11). INPUT OVERDRIVE PROTECTION: +8dBm maximum. 12). OUTPUT LOAD VSWR: 2.2:1 or greater with VSWR load protection. 13). HARMONICS: Even -20 dBc; Odd -12 dBc. 14). SPURIOUS SIGNALS: -60 dBc maximum. 15). RF CONNECTORS IN/OUT: Type N female. 16). BUILT IN TEST: Digital Display -- relative forward/reflective power module status, power supply voltage and current. 17). INDICATORS: Power on thermal fault. 18). PROTECTION: Thermal overload, output load VSWR, overdrive, overvoltage, undervoltage and overcurrent. 19). RF Radiate: Transmitters shall automatically go into radiate mode after power up. 20). DIMENSIONS: Total unit which includes any separate modules (power amp., power supply, and drive unit) shall be 19-inch rack mountable with a length of 26 inches maximum, and total height of 32 inches maximum. 21). TOTAL WEIGHT: 325 pounds maximum. 22). POWER CONSUMPTION: 208 VAC, 3 phase, 2000 Watts total or less per amplifier. 23). TEMPERATURE: Operating: 0 to +50 degrees C; Non-Operating: -40 to +85 degrees C. 24). HUMIDITY (Non-Condensing): 95% relative. ACCEPTANCE TESTING: The contractor shall 52.212-1 Instructions to Offerors-Commercial Items (OCT 1995) is incorporated by reference and applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to this solicitation and is most advantageous to the Government, price and other factors considered. The technical approach shall address the 24 Government salient features listed above. The following specific technical factors shall be addressed to determine the offeror's capability to accomplish the specification's requirements or salient characteristics/evaluation factors: Transmitter design covering the: (1) AMPLIFIER, (2) FREQUENCY RANGE, and (3) RF PEAK POWER; design of low noise features: (8) NOISE POWER OUTPUT and (9) PULSE NOISE REDUCTION; and design of system features: (16) BUILD IN TEST features, (17) INDICATORS, and (18) PROTECTION. The technical proposal shall be limited to 10 pages not including catalog literature. The following factors shall be used to evaluate offers: (i) technical capability of the itemoffered to meet the Government requirement; (ii) price; and (iii) past performance. Award will be made to the offer that meets the solicitation's minimum criteria for acceptable award at the lowest cost or price. Past performance will be the deciding factor among technically acceptable proposals with equivalent prices. Specific technical evaluation factors will be evaluated on a Pass/Fail basis. In order for an offeror's proposal to be determined technically acceptable, the proposal must receive a "Pass" for each of the stated technical evaluation factors. Therefore, it is incumbent on the offeror to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment of the proposal. The offeror shall provide backup information verifying the price offered; e.g. a copy of current catalog, three invoices for the same equipment, etc. Offerors' are strongly encouraged to submit their best offer in the original proposal submission, as the Government intends to evaluate and make an award without conducting discussions with offerors in accordance with FAR 52.215-16, Alternate II. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time of acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Each offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial (JUNE 1996) with its quote. FAR 52.212-4 Contract Terms and Conditions -- Commercial Items (AUG 1996) is incorporated by reference and applies to this acquisition. WARRANTY -- The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered on a similar commercial sale. Acceptance of the warranty does not waive the Government's rights with regard to the other terms and conditions of this contract. In the event of a conflict the terms and conditions of the contract shall take precedence over the warranty. The warranty period shall begin upon final acceptance of the applicable deliverable listed in the schedule. This is a DO rated contract. This acquisition will be processed in accordance with the Commercial Items Acquisition procedures. All responsible sources may submit a proposal which shall be considered by the agency. The contractor shall document the following at the three frequencies (153.5, 230, and 425 MHz): spurious, rise/fall times, noise power output, noise power delay time, noise power reduction with external TTL pulse, pulsewidth range, PRI range, maximum duty cycle, harmonics, and RF input power. The contractor shall measure maximum peak power across transmitter frequency operating range. The contractor shall submit test results in accordance with Contract Data Requirements List (CDRL) A002, UDI-T-23740. The Government will witness acceptance test at contractor's facility. This will be a firm-fixed price contract. The contractor shall deliver CLIN 0001 with CDRL A001, DO-M-4022C, two commercial repair manuals per transmitter, within 7 months after contract award to: Receiving Officer, Supply Department, Bldg. 665, 47179 Vaughn Road, Naval Air Station, Patuxent River, MD 20670-1614, m/f Tom Cleary, Bldg. 1406, Unit 4. Earlier delivery is acceptable and desirable at no additional cost to the Government. Delivery shall be FOB Destination with inspection and acceptance made at destination within 30 days of delivery. Copies of CDRL's can be requested via telefax, (301) 342-1864. CLINs 0101 and 0201, Options, will be delivered up to one year after contract award if the options are exercised.
