Gettings, Contracting Officer, 610-595-0505. The Government intends to
issue a competitive Request For Proposal (RFP) to design, manufacture,
assemble, deliver, make ready for use, and test one 60-Ton Portal Crane
for Pearl Harbor Naval Shipyard. The crane shall meet specific
dimensional, design, and functional requirements. The crane shall be
used for Special Purpose Service and to hoist people. The contractor
shall provide qualified training at the site in the operation and
maintenance of the crane. The crane shall be a diesel powered portal
type with welded, bolted construction, hinged boom, rotate structure
revolving on a rotate bearing, welded portal base, luffing, main and
whip hoists, and travel truck system. All motions shall operate safely
and smoothly at rated hook loads and rated speeds at all operating
reaches and heights, both on straight and curved track. The crane shall
be capable of traveling on a 20 foot gauge track or 28 foot 2 3/4 inch
gauge track. The main and whip hoists shall be at their maximum
operating radii coincidentally. Main hoist shall be straight line rated
at 60-Tons in its' operating range of 48 (min. radius) to 90 feet and
shall be variable rated between 60-Tons @ 90 feet to 45-Tons @ 110 feet
(max. radius) and shall be rated at 50-Tons @ 100 feet. Other ratings
between 90 to 100 feet shall be determined by stability criteria. Whip
hoist shall be straight line rated at 15-Tons. All travel trucks shall
have one powered and idler wheel and shall be either identical or
opposite hand copies of their counterparts on the other rail. The
travel truck system shall be fully equalized, articulated, and designed
to float laterally to negotiate curves and transitions in the existing
tracks. Two rotate drive mechanisms shall be provided. Drive gears
which are not direct-connected with shafts in line shall be driven
through gears. Friction drives will not be permitted. Diesel engine and
generator shall be located on the rotate structure. All motions shall
be controlled from the operator's cab. The crane shall be capable of
starting the travel drive with simultaneous operation of the rotate
drive and main hoist at rated load and speed. The crane shall be
provided with all the necessary access platforms, stairs, and ladders.
The crane shall conform to all applicable requirements of the
Occupational Safety and Health Administration (OSHA) and as otherwise
specified. Functional mercury shall not be permitted. A pre-proposal
conference will be held at Pearl Harbor Naval Shipyard, Pearl Harbor,
HI, which will include a site visit. This solicitation will be
distributed on 3.5 disks in MICROSOFT WORD for Windows and MICROSOFT
EXCEL. This solicitation is Set-Aside for Small Business. All firms
responding will be required to print and return Section K and various
attachments (EXCEL) along with their proposals. The basis for any award
resulting from the Request For Proposals shall be based on the best
value to the Government; price, technical and other factors considered,
which will be evaluated on an equal basis. The Technical and Other
Factorsto be evaluated consist of: 1) Technical Approach, 2) Management
Plan and 3) Corporate Experience. All applicable Buy American and Trade
Agreement Act Clauses in FAR and DFAR will be utilized for this
procurement and shall have a direct effect on the evaluation outcome of
