(MARCORSYSCOM) is seeking capability statements from firms that are
interested in the proposed procurement for 4 or 5 Hydraulic Test
Benches (HTB). The HTB shall be a standard commercial product which has
been produced from standard, commercially available components
(available from at least two US suppliers). The HTB shall have been
manufactured by a company in the business of manufacturing such
equipment for a period of not less than two years. The HTB shall be
used for testing, adjusting and qualifying hydraulic components
associated with commercial and tactical vehicles and equipment. The HTB
shall be a self contained unit with all the components and accessories
required for a complete test setup. The HTB shall be portable and
complete, except for utilities (e.g., electricity, water, air, and
drainage) and when installed shall perform all required operations.
Additionally, the HTB shall include a 300 pound capacity crane or
lifting device attached to the HTB for lifting heavy components from
the floor to the HTB work surface. The HTB shall be designed so that
the Units Under Test (UUT) may be readily installed with only minor
adjustment for the particular component being tested. The work surface
shall be equipped with a drain and sump for spilled oil recovery and
return to the reservoir through a filter system. Controls shall be
oriented for optimum safety and ease of operation. A metal container
shall be provided with the system for storage of accessories and
special tools. The Marine Corps is surveying the market to determine if
this requirement should be unrestricted. All interested firms should
submit, at a minimum, capability statements including their size (small
business size standard is 500 employees and no affiliation to a large
business), SIC code, and information on their products and past
performance by no later than 12 May 1997. The capability statement
should provide the Marine Corps with a clear and complete description
of the firm's capability to manufacture and provide the HTB. Submit

due to the short response time required. For submission using a

Description(PD), please provide a company FAX number or EMAIL address
(email is preferred) immediately to Vicki Smith by FAX or EMAIL; no
phone requests please. A request for the SOW and PD will not lengthen
the response time for the submission of the capability statement. THIS
