housing units in the FY97 program and 91 family housing units in the
FY98 program. Work also includes the design and construction of
replacement of streets, side walks, street lighting, storm drainage,
side walks, perimeter and privacy fencing. Upon completion of new
construction, demolish, including asbestos, lead-based paint, and other
regulated material abatement, 170 family housing units in the FY97
program and 287 units in the FY98 program. Demolition will include
existing streets, utilities, foundation and side walks. Estimated Value
$10,000,000 -- $25,000,000. Plans and specifications will be available
in paper hard copy. Bid sets available at $50.00 per set. Requests by
mail must include payment in the applicable amount by company check or
money order made payable to F&A Officer, USAED FTW, and sent to: USACE,
ATTN: Plans and Specifications, Post Office Box 17300, 819 Taylor
Street, Fort Worth, Texas 76102-0300. NO EXPRESS MAIL PROCEDURES WILL
BE UTILIZED ON INITIAL MAILINGS OF PLANS AND SPECIFICATIONS. No refund
will be made and materials need not be returned. If project is
canceled or no award is made, cost of plans and specifications will be
refunded only upon written request. Solicitation to be issued on or
about 15 May 1997. Proposals due on or about 30 June 1997. Duration of
Contract approximately 920 days. If a large business firm is selected
for this announcement, it must comply with FAR 52.219-0 regarding the
requirement for a subcontracting plan. The Fort Worth District's goal
for the dollars to be subcontracted is 55% to go to Small Business. Of
the 55% goal, 8.5 should go to Small Disadvantaged Businesses, 5.5% to
Historically Black Colleges and Universities/Minority Institutions
(where applicable), and 3.0% to Women Owned Small Businesses. The plan
will be due as a part of the Technical Proposal. Proposals from all
responsible sources will be considered. SIC Code for this procurement
