This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. SPO833-97-Q-0178 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-45. This is a 100% small business set-aside under Standard Industrial Classification (SIC) code 3499. The small business size standard is 500 employees. Contract line item Number 0001 -- Strapping, galvanized, 1-1/4 inch X .035 INCH -- Quantity 273,500 pounds. Contract line item Number 0002 -- Seals (clips), galvanized, 114 HP -- Quantity 258,000 each. Strapping will be used for securing multiple units on pallets or skids, for bundling loose or packaged material into bundles. Coil type package, A/A length, zinc coated, width 1.250 inches, breaking thickness .035 inches, breaking strength 4,750 pounds, specification standard: ASTM D 3953-87. Deliver within 60 calendar days after receipt of award as follows: DNSC Point Pleasant Depot, WV -- 48,000 lbs strapping, 50,000 each seals; DNSC Warren Depot, OH -- 86,500 lbs strapping, 78,000 each seals; DNSC New Haven Depot, IN -- 22,000 lbs strapping, 20,000 each seals; DNSC Scotia Depot, NY -- 80,000 lbs strapping, 75,000 each seals; and DNSC Somerville Depot, NJ -- 37,000 lbs strapping, 35,000 each seals. FOB Destination as detailed herein. FAR 52.212-1, Instructions to Offerors-Commercial (OCT 1995) and FAR 52.212-4, Contract Terms and Conditions-Commercial Items (AUG 1996) apply to this RFQ and any resultant acquisition. Offeror shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (JAN 1997) with its offer. Offeror is requested to enter its CAGE code on its offer. The CAGE code entered must be for that name and address. If the offeror does not have a CAGE code, it may ask the Contracting Officer to request one from DLSC after the offeror completes Section B of DD 2051, Request for Assignment of a Commercial and Government Entity (CAGE) Code. Do not delay submission of your offer pending receipt of a CAGE Code.
