The Contractor shall provide all personnel, services, materials, and equipment necessary to manage and operate two Dining Facilities. The Contractor shall provide sufficient, qualified and trained personnel to satisfactorily perform the work. Furthermore, the Contractor shall perform all management, supervisory, administrative, training, and operational functions. Contract will be for a base period of 12 months (1 Oct 97- 30 Sep 98), with three one year option periods. Proposals shall be evaluated based on Organization's Technical Capability and Price. Overall, Technical Capability is more important than Price. The Technical Capability factor is comprised of three sub-factors (1) Past Performance; (2) Past Experience; and (3) Offeror's Understanding of the RFP.
