synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and no written
solicitation will be issued. This solicitation identified as SOL
97-7-5-14 is issued as a Request for Proposal. This solicitation and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-45. Offers shall be in accordance with all
requirements of this notice including those which are included by
reference. This requirement consists of one (1) Line Item: One (1)
Truck Tractor manufactured within the past five (5) years (1992 or
newer). Must meet following requirements: Cab: full conventional
daycab, without sleeper, with low-profile hood for maximum visibility.
Wheelbase: 210 inch minimum; 230 inch maximum. Engine: 425 horsepower
minimum; engine brake; engine heater (120V); 4
cycle;engine/drive/train geared capable of operating within governed
rpm at loaded highway speeds of 70 mph. Transmission: 13 speed minimum;
enclosed in one unit without use of auxiliary transmission; rated for
50 ton load minimum. Frame: steel or aluminum; strength rated for
expected loading of 110,000 gvw. Front axle: 12,000 lb. capacity
minimum. Rear axle: 46,000 lb. combined capacity minimum. Drop axle:
airlift; steerable; 8,000 lb. capacity minimum; installed and
functional. Wheels: steel or aluminum; disc type. Tires: 11.00 x 24.5;
grip rear axle and highway tread front and drop axles; 50 percent or
more tread remaining. Suspension: airride. Brakes: air brakes with
dryer to meet Department of Transportation (DOT) specifications for
truck this size and capacity; with spring set maxibrake. Lights: full
DOT requirements in full working order. Fuel tanks: minimum 150 gallons
(either 1 or 2). Bumper: front bumper required. Gauges: full
instrumentation for all functions in operable condition. Fifth wheel:
sliding;air operated; rated for maximum expected loading of 110,000
gvw. Auxiliary items: heated mirrors; electric wipers. Inspection and
Acceptance: Flathead Agency Irrigation Division Equipment Mechanic will
inspect and accept truck in contractor's shop and in test drive near
contractor's location of business. The following provisions apply:

include information listed at 52.212-1 (b) (1-11) Instructions to
Offerors -- Commercial Items, including maintenance history and
repairs. Offers that fail to furnish required Representations and
Certifications at 52.212-3 Offeror Representations and Certifications
-- Commercial Items, and/or reject the terms and conditionsof this
solicitation may be excluded from consideration. Evaluation factors:
price, maintenance history and repairs. Both factors are equally
important, the Government will consider both factors and evaluate on
the basis of overall best value. Required delivery date of requirement:
