COMMERCE BUSINESS DAILY ISSUE OF APRIL 29,1997 PSA#1834CORRECTIONAL/DETENTION SERVICES The Federal Bureau of Prisons (BOP) is
considering contracting for a contractor-owned/contractor-operated
detention facility for approximately 1,250 adult male offenders (500
BOP offenders and 750 Immigration and Naturalization Service (INS)
criminal alien detainees). This synopsis is for information and
planning purposes only and does not constitute a Request for Proposals.
To effectively proceed with this effort, Industry Comment is solicited
on this initiative. The purpose of the Request for Comment (RFC) is to
afford Industry an opportunity to comment and discuss any perceived
issues with regard to the initiative and to allow the Government to
receive benefit from these comments. The purpose in providing an
opportunity for comment is to determine feasibility, identify potential
problem areas, and receive alternative recommendations in order to
enhance the success of the initiative. The BOP believes Industry
feedback is important, and is receptive to all ideas which would result
in limiting potential technical and contractual problem areas. Industry
should perceive that any comments provided should be viewed as an
opportunity to improve an eventual solictation package. Comments,
whether supportive or critical, are earnestly solicited; however,
replies are not mandatory. The following issues should be appraised and
addressed: (1) the facility is to be within a 25 mile radius of
Interstate Highway I-10 between the eastern border of California and
Tucson, Arizona with geographical location focus on proximity and
accessibility to emergency services (medical, fire protection, law
enforcement, etc.) and a Federal Aviation Administration approved
airport capable of accommodating Boeing 727 or similiar jet aircraft;
(2) separate housing and programming units between BOP and INS with
facility design consideration being given as to design relationship to
BOP facility design requirements; (3) knowing the BOP's desire for
expeditious service performance what would be a reasonable start up
period for an organizationafter contract award? At a minimum, please
consider (a) facility geographical location within the specified area,
(b) site acquisition issues, (c) design, (d) facility contstruction,
(e) financing, (f) issues of the environment (40 CFR 1500-1508)
competitors will face, and (g) any additional issues; (4) Performance
Based Service Contract (PBSC) specifications influenced by Government
and Correctional Industry practices reflective of the minimum standards
advocated by the American Correctional Assocation are being considered
as a baseline and may entail two separate sets of applicable standards
(i.e., BOP offenders/INS detainees); (5) Indefinite-Delivery
Requirements type contract (with possible quality performance
incentives); and (6) a contract term including a three-year base and
seven one-year options to renew. Replies will be separate from, and
have no bearing on, subsequent source selection evaluation of
competitors proposals submitted in response to any Request for
Proposals. Respondents are cautioned that a solicitation may not result
from this request. Comments received from industry may or may not be
used to complete a final PBSC Statement of Work and associated
solicitation documents. The availability of any subsequent solicitation
will be synoposized prior to release. Eligibility to participate in any
furture acquisition does not depend on a response to this notice.
Comments will not be critiqued and the RFC should not be used by any
source to market its services. The Government does not intend to pay
for the information solicited and will not recognize any costs
associated with this initiative. Proprietary information is not being
solicited and information considered proprietary should be identified
as such. Responses to this synopsis must be submitted in writing to the
Contracting Office at the above address no later than June 3, 1997. No
collect calls will be accepted. No telephone calls for solicitations
