The government intends to issue an RFP to secure support services in a wide variety of analytical areas in the field of logistics, to support military and other government operations for the Defense Logistics Agency (DLA) and other Agencies. The resulting multiple-award, fixed-price contracts will support task orders that define the technical services to be provided. The resulting contracts will be for a period of one year with four option years. This requirement has been categorized as SIC Code 8742 with a small business standard of $5,000,000. The government projects between 4 and 7 awards and will make award to at least one small business, providing it receives a responsive, responsible proposal from a small business. The primary focus of this solicitation will be the currently identified DLA requirements but these contracts will be available to be utilized by DLA or other Federal agencies for other similar requirements. For the DLA requirement individuals will require secret clearances, as a minimum. Responding firms must possess extensive expertise and experience with Department of Defense Logistics, preferably with readiness based modeling, DLA item management, commodity inventory practices and military logistics interfaces, the deliberate planning process, to include development of Operational Plans (OPLANs), Time Phased Force Deployment Data, and associated data bases and requirements. Also, firms must demonstrate in depth understanding of DLA's Integrated Consumable Item Support Model (ICIS). DLA currently wishes to assess its capability to support war plans or peace operations for all classes of supply, given the Military Services' time phased requirements. Identification and formulation of these time phased requirements, in the general sense, will help assess the following logistics support areas: Projected weapon system operations and component demand requirements; Projected troop support requirements (clothing, meals, chemical gear, etc.); Budgetary requirements to meet OPLAN requirements; Throughput distribution depot capacity requirements; Transportation requirements; Industrial base preparedness (IBP) requirements; Support to depot repair operations.
