756-9012. The General Services Administration, Federal Systems
Integration and Management Center (FEDSIM), intends to procure a
functional demonstration of a commercially available off-the shelf
(COTS) software that meets the requirements and terms described herein.
Award will be made to one or more vendors to perform a functional
demonstration (hereinafter also referred to as "prototype") for an
integrated system which provides operational planning models and budget
administration support within the United States Patent and Trademark
Office (USPTO), known as the Patent Modeling and Budget Administration
System (OPBUDGET). After evaluation of the awarded functional
demonstration(s), FEDSIM may choose to exercise an option to the
contract(s) for purchase of the COTS software and the use of vendor
support to include yearly maintenance fee, consulting services,
training for developers/users and installation to assist USPTO in
developing the OPBUDGET system. The selected product shall: (1) enable
end users to create/update models of sequenced mathematical formulas
and enter/update actuals and assumptions in performing multi-year
operational and budget planning, (2) enable end users to view and
manipulate the information from a variety of perspectives, (3) support
HP Unix and Windows NT servers, Windows NT clients, read/write
interface to Oracle Relational Database Management System using SQL or
ODBC interface. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. The provisions at FAR part 52.212-1, Instructions to Offerors
-- Commercial, applies to this acquisition with the exception of
paragraph (a) and the use of SF-1449 which are not applicable to this
solicitation. This announcement constitutes the only solicitation,
proposals are being requested and a written solicitation will not be
issued. Solicitation Number GSC-TFGA-97-0501 issued as a request for
proposal. The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 90-45.
The contract will require a kickoff meeting within 10 calendar days of
award. After contract award, a complete functional demonstration
specification (prototype specification) will be provided to the winning
vendor(s). The kickoff meeting and vendor(s) presentation of the
completed functional demonstration will be held at the USPTO, Crystal
Park 3, Suite 403, 2131 Crystal Drive, Arlington, VA 22041. The choice
of vendor(s) for the functional demonstration will be based on the
following: (a) The technical ability of the vendor product and offered
vendor support, making use of the vendor's technical description of
product features and the product features matrix, to be completed by
the vendor as part of the proposal. This product features matrix is

upon request to the Contracting Officer, (b) The vendor's technical
approach for implementing the Abbreviated Prototype Specification. The
technical approach for implementing the abbreviated prototype
specification must be submitted in the proposal and will be used to
determine which vendor(s) will be invited to make an oral presentation.

intended to exemplify major aspects of the modeling and budget
formulation estimating approaches. It will be the basis for
demonstrating proposed system adaptability to the PTO performance need
by those vendors invited to make oral presentations. Vendor responses
that do not meet the minimum requirements referenced in the product
features matrix will not be invited to make oral presentations which
will be scheduled with selected vendors by the Contracting Officer. The
vendor(s) technical description of the product, the answers in the
product features matrix, as well as the technical approach to the
prototyping will be used to select vendors for oral presentations, and
(c) The price proposal specifying the prices for all
components/services. This will be based on the vendor's completion of
the Fixed Price table, provided on the USPTO procurement home page, URL
http://www.uspto.gov/web/offices/ac/comp/proc/acquisitions/opbudget or
upon request to the Contracting Officer. The price proposal shall
include prices for Contract Line Item (CLIN) 001: Functional
Demonstration (prototyping)(Mandatory), CLIN 002: COTS Product
(Optional), CLIN 003: Installation (Optional), CLIN 004: Training for
Developers/Users (Optional), CLIN 005: Consulting Services (Optional),
and CLIN 006: Yearly Maintenance (Optional). The desired delivery
schedule is as follows: CLIN 001: Date of Award + 30 business days,
CLIN 002: Exercise of Option (EOO) + 1 week, CLIN 003: EOO + 1 week,
CLIN 004: EOO + 2 weeks, CLIN 005: EOO +6 months, CLIN 006: EOO + 1
year. Vendors may propose a different schedule. Delivery will be FOB
Destination. The place of delivery shall be the USPTO, Crystal Park 3,
Suite 403, 2131 Crystal Drive, Arlington, VA 22041. The contract type
as a result of this solicitation will be firm-fixed price. For

Requirements Document for the OPBUDGET system are also provided at the

contract(s) resulting from this solicitation to one or more responsible
offerors whose offer conforming to the solicitation will be most
advantageous to the Government, price and other factors considered. The
mandatory and optional requirements will be evaluated in accordance
with the following significant factors which are weighted as follows:
A. Modeling and Budgeting features = 5, B. Architecture and
Multidimensional features = 5, C. Operating System/Environmental
Requirements = 5, D. Reporting features = 3, E. Security features = 3,
F. Support provided by vendor = 3, G. Prototyping Approach = 4, and H.
Past Performance = 3. The Government will evaluate offers for award
purposes by adding the total price for all options to the total price
for the basic requirement. The Government may determine that an offer
is unacceptable if the option prices are significantly unbalanced.
Evaluation of options shall not obligate the Government to exercise the
option(s). Offerors are to provide copies of their Representations and
Certifications -- Commercial Items, with each offer per FAR Part
52.212-3. The clause at 52.212-4, Contract Terms and Conditions --
Commercial Items, applies to this acquisition without addenda. The
clause at 52.212-5, Contract Terms and Conditions Required To Implement
Statutes or Executive Orders -- Commercial Items, applies to this
acquisition as do the following clause incorporated by reference:

103-187). The following additional clause has been determined by the
Contracting Officerto be necessary for this acquisition and is provided
in full text as follows: "Clause 52.217-7, Option for Increased
Quantity -- Separately Priced Line Item: The Government may require the
delivery of the numbered line item, identified in the Schedule as an
option item, in the quantity and at the price stated in the Schedule.
The Contracting Officer may exercise the option by written notice to
the Contractor within 10 business days. Delivery of added items shall
continue at the same rate that like items are called for under the
contract, unless the parties otherwise agree." Vendors believing that
they can address all the requirements in this solicitation should
submit a written response to the Contracting Officer not later than
3:00 p.m., local time 15 business days after date of publication of
this notice. All technical questions on this solicitation must be
received by the Contracting Officer not later than 3:00 p.m., local
time five business days after date of publication of this notice and
shall be sent electronically to qa.tfg@gsa.gov, facsimile, or otherwise
delivered to the Contracting Officer at the address below. Responses to
questions will be sent to all vendors electronically and via facsimile.
Written offers shall be mailed or delivered to GSA, FTS, TFGA, Attn:
Linda A. Stendeback, 5203 Leesburg Pike, Suite 1100, Falls Church, VA
22041. Electronic proposals will not be accepted. The proposals shall
be submitted in paper form including one (1) original and four (4)
copies, formatted for 8 1/2 by 11 inch white, untextured paper, single
spaced. Margins shall be one inch on all sides. The type for all
documents submitted (including charts and graphs) shall be black, shall
not exceed twelve (12) characters per linear inch or be smaller than
twelve (12) point, and shall not exceed six (6) lines per vertical
