Provide archeological, historical, historical architectural, and oral history services required to mitigate the effects of Tongue River Dam Project (TRDP) on four historic properties determined to be eligible for listing in the National Register of Historic Places (National Register). The contractor is to provide Reclamation with technical and professional services needed to fulfill the terms of a Programmatic Agreement (PA) between Reclamation, and the Montan State historic Preservation Officer (SHPO), and the Advisory Council on Historic Preservation. Award of a firm-fixed price contract is anticipated. The Request for Proposals will be issued on approximately May 15, 1997. Technical evaluation will be weighted at 65 percent of the total evaluation with price evaluation being weighted at 35 percent. The following factors will be used for technical evaluation. They are listed in the descending order of importance: 1. Technical approach to work specified including scheduling, 2. Personnel qualifications including academic background and experience, 3. Demonstrated ability to perform research, 4. Physical and technical resources available for the performance of work under the contract. Price evaluation will be based on the rates offered for the individual hourly rates and the cost proposal for the initial work.
