325-1200. The Defense Special Weapons Agency (DSWA) has an effort for
the upgrade of the Integrated Theater Engagement Model (ITEM) and the
Synthetic Exercise Environment (SEE). ITEM is an interactive computer
simulation of joint-force operations involving integrated air, land,
and naval warfare operations in theater-level campaigns. It supports
campaign planning, studies and analyses, and seminar war games for the
Commanders in Chief (CINCs), Services, and staffs. SEE was developed
as an exercise planning and execution system that provided a unique
capability for integrating synthetic map features, including highly
realistic artificial land masses, into real-world maps for use in
exercises where policy concerns precluded exercise activity on maps of
real countries. Both ITEM and SEE are widely accepted and used by the
US CINCs and by important European allies. The objectives of this
effort are to continue the development and maintenance of the ITEM and
SEE programs, to expand the user base to attract dedicated users at
the theater and war college level, and coordinate with a proponent for
follow-on use of this program. This effort will also include the
installation of ITEM and SEE software at new evaluation sites as well
as training and technical support to users performing code maintenance,
providing configuration control, and developing database information.
The integration of the ITEM and SEE systems will provide a
significantly enhanced capability for modeling theater-level campaigns
and for exploring and assessing various non-proliferation issues in a
campaign context. The immediate product will be an enhanced,
stand-alone capability for modeling theater-level campaigns in a
politically neutral, synthetic geographical context. It also will
produce a powerful, generic Simulation Manager with state-of-the-art
visualization capabilities. This Simulation Manager will provide a
common human computer interface to any federation models or suite of
stand-alone models. This effort is unrestricted. A SECRET security
