SOL RFQ-FMS-97-0004 POC Betty Wallace (202) 874-7126 The Department of
the Treasury, Financial Management Service, intends to enter into a
sole source Commercial Item (CI) procurement using Simplified
Acquisition Procedures (SAP) with JQ Technologies, 7460 North Lehigh
Avenue, Niles, Illinois 60714-4099 for the acquisition of Johnson &
Quinn Scanning/Verification Print Detective systems. Initial delivery
of three such systems will be required by August, 1997. The purchase
order's period of performance will extend from date of award through
September 30, 1997, with one one-year option period available. The
Print Detective is required to operate in-line with an IBM 3900 OW1 AFP
Laser Printer and a Troy TMP 3900 MICR printer operating at a rated
speed of 229 pages per minute, and must be fully AFP compatible,
capable of scanning and verifying OCR B and E13B MICR data printed on
Treasury checks. The Treasury checks size 3.25 inches high by 7.375
inches wide are printed two-up on a 15 7/8 inch web roll. In addition,
the equipment must be capable of meeting the following specifications:
1) Being linked to the IBM 3900 OW1 controller via the IBM 4710
Pre/post processing interface to permit full AFP job recovery; 2)
Scanning and recognizing OCR B and E13B MICR characters printed on
Treasury Check Stock and capturing the scanned data in a file that can
be subsequent processed on a PC or RISC 6000 system; 3) Scanning and
recognizing an 11-digit inventory control number, an 8-digit check
number, an 11-digit amount and a 9-digit check number in the MICR line
on at least fifty percent of the Treasury checks printed at the rated
speed of the IBM 3900 OW1; 4) Stopping the print operation if it
detects a miss-match of check serial number in the OCR and MICR
portions of the check; and, 5) Stopping the print operation if the
number of unreadable characters per 100 lines of data exceed a preset
threshold. Other vendors who believe they can meet these requirements
should respond in writing, referencing RFQ-FMS-97-0004, to Department
of the Treasury, Financial Management Service, Betty Wallace, 401 14th
Street, SW, Rm 456F, Washington, DC, 20227, within 15 days of this
notice providing sufficient technical data and documentation to
