Morgan (703) 358-1738 As a part of the national cooperative Migratory Bird Harvest Information Program, several selected state agencies are to provide the U.S. Fish and Wildlife Service the names and addresses of all licensed migratory bird hunters. State and Service responsibilities under this program were detailed in the Final Rule published in the Federal Register on October 21, 1994. Each State Agency has exclusive authority to annually license persons who hunt in their respective states. Consequently, each state is the only organization that is capable of annually providing a sample frame of all licensed migratory bird hunters. These harvest estimates, together with estimates of breeding populations, survival, and harvest rates are needed to ensure appropriate harvest management and sound stewardship of the migratory bird resource. The Service intends to negotiate with the State of Illinois for this data in that state. See Note 22. (0112)
