Officer, (919) 541-0429 The National Institute of Environmental Health
Sciences (NIEHS), National Institutes of Health (NIH), is soliciting
proposals from offerors that have these capabilities and facilities to
perform the following: The objective of this contract is to procure
assistance in preparing the Biennial Report on Carcinogens (BRC). This
includes the use of detailed literature searches to develop pertinent
information and data on agents, substances, mixtures or exposure
circumstances being considered by the NTP for listing in or delisting
from the BRC. This information is needed in the application of the
criteria for listing and delisting agents, substances, mixtures or
exposure circumstances in the BRC and includes, but is not limited to
human epidemiology studies, animal bioassays, dose response, route of
exposure, chemical structure, metabolism, pharmacokinetics, sensitive
sub populations, genetic effects, or other data relating to mechanism
of action or factors that may be unique to a given substance. The
contractor shall assist the Government in identifying, gathering,
collating, and summarizing existing data, estimates, and information on
the carcinogenicity of a substance being evaluated for the BRC as well
as the mechanism of action; the nature of exposure, its level, the
number of persons exposed, and its regulatory status. The data bits to
go into this effort may be provided by the Project Officer but in most
cases will have to be obtained from appropriate data sources by the
Contractor. The Contractor shall provide support for the review of
approximately 25 agents, substances, mixtures or exposure circumstances
per year for listing in or delisting from the BRC. In addition the
Contractor shall be expected to update the information on the agents,
substances, mixtures or exposure circumstances contained in the
immediately proceeding BRC. The Government estimates that the project
will require approximately 1.4 professional person years, 3.9 technical
person years, 1.4 clerical person years and 0.5 computer support person
years per contract year. The estimated period of performance is 3
years, plus two (1-year) optional years. The contract will be a
level-of-effort, term form cost reimbursement type contract. Requests
must reference RFP No. NIH-ES-97-29 and must be directed to the office
listed above. The proposed contract is 100 percent 8(a) set aside. All
responsible small disadvantaged business concerns may submit a proposal
