firms interested in providing the following: Turn-key systems in which
the provider will analyze requirements, design, install, troubleshoot,
repair, service, and maintain complete radio communication systems.
Complexity of systems will vary according to Postal Service
requirements. Generally, USPS radio systems are expected to have three
basic configurations. These configurations are for in-building, local
area, and wide area use. Radio Systems 219 -- 222 MHz, 162 -- 174 MHz,
406 -- 420 Mhz; -- manufacture, install, troubleshoot and repair, and
provide Radio Systems equipment on a national basis for any or all of
the above bands. Lack of equipment or experience in building an
infrastructure in one of the above bands does not eliminate vendor of
equipment capable in other RF bands. USPS plans to replace or enhance
existing RF systems to improve the quality of service to Postal
customers. In order to provide new or replacement Radio Frequency
(RF)infrastructure, the USPS is considering the option of purchasing
numerous Radio Systems that may include many base units and a
significantly larger number of vehicular mobile units and hand-held
units. The 162 -174 MHz and 406 -- 420 MHz Radio Systems may consist
of, but not be limited to, the following: fixed stations and mobile
transceivers operating in simplex, duplex/repeater, or trunking modes.
All radio systems are desired to have the following available options;
talkgroups, encryption, data/terminal modes. Fixed base antennas and
low profile vehicular mounted antennas are also required. Use of 162 --
174 MHz and 406 -- 420 MHz radio equipment that is under development to
meet narrowband requirements of 12.5 kHz and 6.25 kHz. Use of 162 --
174 MHz and 406 -- 420 MHz portable radios as well as PCMCIA radio
cards for portable/laptop computers are under consideration. The U. S.
Postal Service is also seeking sources to obtain Developmental Stage
approval from the National Telecommunications and Information
Administration (NTIA) for the 220 MHz Radio System, which may consist
of, but not be limited to, the following: fixed stations and mobile
transceivers operating in simplex, duplex/repeater, trunking or other
spectrum efficient modes. Fixed antennas and low profile vehicular
mounted antennas are required. The USPS also is interested in 220 MHz
handheld portable radio equipment that is under development. Use of 220
MHz portable radios as well as PCMCIA 220 Mhz radio cards for
portable/laptop computers are under consideration. In addition to the
information requested above, USPS is inquiring on the availability of
low-profile vehicular mounted antennas capable of dual operation in the
220 MHz and 880 MHz (cellular AMPS/N-AMPS/E-AMPS) bands. Firms
