324-5821 This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. The
announcement constitutes the only solicitation; bids are being
requested and a written solicitation will not be issued. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular (FAC) 90-44. This
solicitation is being issued as a Request for Quotation (RFQ) # 70222.
This solicitation is under the Simplified Acquisition Procedures (SAP)
for Small Business-Small Purchase Set-Aside. The Standard Industrial
Classification is 3663, and the Business Size Standard is 750
employees. This will be a Firm-Fixed Price Contract. The Government
intends to solicit and negotiate the contract action on a sole source
basis with ViaSAT Inc, 2290 Cosmos Court, Carlsbad, CA 92009. The
Crisis Response Team (CRT) is responsible for providing special
communications support on investigative and tactical operations of the
FBI with a quick reaction deployment team for both domestic and
international operations. The data controllers must be operational with
the existing computer software, STU-III, and tactical satellite
equipment. By purchasing the ViaSAT data controllers this will complete
the multiple packetizing protocols for the transmission of data and
imagery. ViaSAT is the sole supplier of the upgrading of the Data
Controller Units VDC-100 and VDC-200. The proposed contract action is
for supplies or services for which the Government intends to solicit
and negotiate with only one source. Interested persons may identify
their interest and capability to respond to the requirement or submit
bids. This notice of intent is not a request for competitive bids.
However, all bids received within thirty (30) days after date of
publication of this synopsis will be considered by the Government. A
determination by the Government not to complete this proposed contract
based upon responses to this notice is solely within the discretion of
the Government. Information received will normally be considered solely
for the purpose of determining whether to conduct a competitive
procurement. The requirement consists of ten (10) Advance Data
Controller Unit V.C.-100, Mod. V.C.-100; two (2) Compact Data
Controller Unit V.C.-200, Mod. V.C.-200; ten (10) Universal AC Power
Adapter, Mod.VPS-100; two (2) Battery Pack for V.C.-200, Mod. VPS-210;
two (2) Cable to Computer RS-232 for V.C.-200, Mod. CBL-3811; two (2)
Cable to KY-57, for V.C.-200, Mod. CBL-3810; two (2) Cable to STU-III
for V.C.-200, Mod. CBL-4387 -- Warranty Period one year --
Destination-FOB -- Delivery shall be FBI, Engineering Research
Facility, Quantico, VA -- All bids shall be submitted to the address
listed above no later than 4:00p.m., DST, May 22, 1997, and be clearly
marked with RFQ #70222. The Point of Contact for all information is

number listed above. Bidders are hereby notified that if your bid is
not received by date/time and at the location specified in this
announcement, that it will be considered late. Each offeror shall
include a completed copy of the FAR provisions at 52.212.3 Offeror
Representation and Certifications -- Commercial Item (June 1996) ;
clause FAR 52.212.4 Contract Terms and Conditions -- Commercial Item
(August 1996) ; is incorporated by reference and applies to this
acquisition. Technical acceptability will be determined solely on the
content and merit of the information submitted by the offeror in

A technically acceptable proposal must clearly show that the offeror
can meet the minimum requirement of the Government. Award to be made
