BOLGER CENTER FOR LEADERSHIP DEVELOPMENT IN POTOMAC MD AND THE USPS HEADQUARTERS FACILITY IN WASHINGTON, DC SOL 671820-97-A-0023 DUE 051997 POC Facilities Contract Specialist, Jim Allen (202)268-3932 The US Postal Service is requesting Qualification Statements for Repair and Alteration projects at the Wm F. Bolger Center for Leadership Development in Potomac, MD and also at the National Headquarters Facility in Washington DC. The work involves fixed price construction contracts for projects exceeding $100,000. Scope of work ranges from cosmetic upgrades to major mechanical/electrical system overhaul. Included are energy efficient lighting, driveways, fire alarm, upgrade of existing HVAC systems, dormitory room renovations, and concrete retaining wall repair. To be considered contractors must have a minimum of seven (7) years experience as a construction entity dealing with similar projects and have completed a minimum of 3 comparable projects in the last five (5) years. A comparable project is defined as renovation work, tenant build-out and building infrastructure improvements in a multi-story office building or institutional building with a contract cost of $500,000 or more. Respondents must complete and return by the specified date parts A, B, & C of the Qualification Statement. The prequalification will be based on the technical qualification of the offerors. Successful offerrors will be prequalified for a period of two years. All projects will be competed among prequalified contractors only. The evaluation of the Qualification Statements will be based on the following criteria listed in order of importance. Part A- Qualification: Experience, Past Performance, Organization Technical Capability, Responsibility Verification and Backlog. Part C Management Plan: Project Management, Construction Phase, Procurement, Schedule, Safety Program, Accounting System. Ranking of Part B will constitute 60% and Part C 40% of the overall evaluation of the Qualification Statements. Only the most highly qualified, financially capable contractors will be prequalified.
