678-3707. (Site Code DAAD07) This is a sources sought synopsis seeking
potential 8(a) contractors for operations and maintenance of target
control systems and equipment. The contractor shall be characterized by
an institutionalization of its processes via policies, standards, and
organizational structures. The contractor shall have a documented
history of successfully adapting and implementing its policies into
project specific processes and procedures. The contractor is expected
to demonstrate past performance in the following areas: Operating and
maintaining large scale hardware and software systems in a test and
evaluation environment; Real-time decision making in a test and
evaluation environment; Installation, operation and and maintenance of
radio frequency transceivers and antennas; Installation, operation and
maintenance of solar cell panels and gel cell battery technologies;
Configuration management of large scale hardware and software systems
in accordance with military standard MIL-STD-973; Software maintenance
of largescale hardware and software systems in accordance with
military standard MIL-STD 498; Quality assurance of large scale
hardware and software systems in accordance wih the International
Organization for Standardization's ISO 9001 quality assurance standard;
Modification of high performance, real-time graphics display software;
Modification of navigation, guidance, and control software for
remotely controlled target vehicles; Modification of large scale six
degree of freedom simulation software for remotely controlled target
vehicles; Operating and maintaining high performance realtime graphics
display systems; Developing computer generated, test and evaluation
mission scenarios for remotely controlled target vehicles; Interfacing
with test and evaluation participants (program representatives, flight
safety personnel, Air Force officers, etc.), in support of test and
evaluation missions; Interfacing with other technical organizations to
identify, track and resolve intergroup issues; System administration
of modern computer systems; Network administration of TCP/IP networks;
Installation, maintenance, and troubleshooting of Ethernet networks;
Troubleshooting of large scale, complex, heterogeneous, networked
software and hardware systems. It is highly desired that the contractor
demonstrate a software process maturity equivalent to level 3 of the
Software Engineering Institute's Capability Maturity Model for
Software, Version 1.1. No solicitation document exists. A solicitation
may be issued at a later date, based upon information received as a
result of this announcement. This synopsis is for information purposes
only; it is not a request for proposals and is not to be construed as
a commitment by the Government. The Government will not pay for any
effort expended in responding to this aannouncement. Responses must be
submitted not later than 30 calendar days after the publication of
