202-708-9229 The government requires a contractor to conduct a 5 year
study to evaluate the impact of the federally funded Upward Bound
Program (UB) on college entry, persistence and graduation. Several key
tasks described here are largely extensions of work focused on
short-term high school effects of program participation. This
evaluation will address four main questions, 1) what are the effects of
Upward Bound on college enrollments, persistence and graduation; 2)
what Upward Bound program experience and project strategies are most
effective; 3) does the Upward Bound Math-Science (UBMS) program
increase the likelihood that participants enrolled in college will
graduate as math or science majors; and 4) what is the ratio between
Upward Bound costs and benefits? Requests for copies of the RFP may be

requests shall reference RFP-97-028 and the title of the RFP. Telephone
