(202) 690-7506 This purpose of this procurement is to conduct a
longitudinal study of a national sample of children and families who
come in contact with the child welfare system, to determine the
outcomes for those children and families, and to identify key
variables, particularly in terms of child and family characteristics
and services received, that contribute to those outcomes. The period of
performance will be six years. The contractor will be expected to
complete the study design, including creating a sampling frame which
takes into account system as well as population characteristics;
drawing a sample; defining variables and measures; and making
preparations for field work (including negotiating agreement from local
child welfare agencies for participation) and tracking respondents over
time. Field work is expected to involve face to face interviewing
(with, at a minimum, children, families, and staff) as well as
collection of administrative data from local agencies. The contractor
will collect data on the national sample of children and families at
least annually, revising the design and measures as appropriate at each
data collection point; complete both cross-sectional and longitudinal
data analyses; and prepare the data from each year's data collection
for archiving as public use data sets. The date of issue for this RFP
