be made on a Brand Name or equal basis. The manufacturer of the listed
supplies is JJM Systems, Inc., Ivyland PA 18974 -- Chart System,
Electronic, (ECS) an aid to navigation that electronically displays
real-time vessel position and relevant nautical chart data from the ECS
DATABASE, is capable of executing basic navigation functions. Shall
provide a continuous plot of own ship position on the chart display.
Shall provide appropriate indicators with respect to the information
displayed. Shall provide simple and reliable updating of electronic
chart information that indicates in a clear manner that electronic
chart information has changed. Shall be in conformance with the Radio
Technical Commission for Maritime Services RTCM Paper 136-94/SC109-STD
dated December 28, 1994 and shall interface with all other electronic
navigation equipment in accordance with the National Marine
Electronics Association (NMEA) Standard NMEA 0183 Version 2.01, Data
Sentences GGA, GLL, GRS, GSA, GST, GSV, VDR, VHW, and VTG, and the
following requirements as a minimum: (a) SELF-TEST of major hardware
and software functions and information and memory diagnostics and error
checking routines shall be automatic at start-up or turn-on of the ECS
to aid in diagnosing faults. (b) The following symbols as a minimum
shall be displayed on the screen in all operating modes: (1) OWN SHIP,
(2) PAST TRACK, (3) PLANNED ROUTE, (4) OPERATOR CONTROLLED CURSOR, (5)
WAYPOINT, (6) COURSE OVER-THE-GROUND VECTOR, (7) EVENT (MARKING OWN
SHIP POSITION). (c) SCREEN DISPLAY shall be Cathode Ray Tube (CRT) or
equivalent, in color with a minimum usable display diagonal of
seventeen (17) inches and a resolution of 1280 X 1024 pixels. (d) Any
area of the Database shall be capable of being viewed at Various Levels
of Zoom. (e) The ECS shall have provision for manual entry of
coordinates which shall match the coordinates of the Datum in use
making allowances for the precision of the entered data and its use in
navigation calculations. (f) The ECS Database shall be derived from
charts and/or related Publications in Raster Form from Government
Authorized Hydrographic offices or other agencies such as the National
Oceanic and Atmospheric Administration (NOAA). (g) The minimum
Hardware Configuration Requirements for the ECS are as follow: (1)
PENTIUM (TM) COMPUTER PROCESSOR with not less than 133 MEGAHERTZ SPEED.
(2) 16 MB VIDEO GRAPHICS PRINTED CIRCUIT CARD AND INTERFACE CONTROLLER.
(3) 3-1/2 inch 1.44 MB FLOPPY DISK DRIVE. (4) SIX SPEED CD-ROM DISK
DRIVE WITH CONTROLLER INTERFACE. (5) 128 MB DYNAMIC-RADOM-ACCESS-MEMORY
(DRAM) EXPANDABLE. (6) EIGHT NMEA 0183 INPUT AND OUTPUT PORTS FOR
EXTERNAL SYSTEM INTERFACE. (7) 1 GB HARD DISK DRIVE WITH DUAL CONTROL
INTERFACE. (8) HEAVY DUTY AC POWER SUPPLY AND CIRCULATING COOLING FAN.
(9) DESKTOP KEYBOARD AND TRACKBALL. (h) System Operating Software
shall be similar to C-MAP, NAVIONICS, E-MAP, TRUE-CHART, MICRO-MARINER
OR EQUAL. BRAND NAME JJM Systems Inc., P/N ME-50 or equal. The
estimated quantity for the base year and option years one through three
is 6 sets the fourth option year, the estimated quantity is 5 sets.

determination can be made as to equality of the product offered --
Delivery shall be made within 50 days after issuance of delivery order
