action is for services for which the Government intends to solicit and
negotiate with only one source using the Simplified Acquisition
Procedures of FAR Part 13. Scope This statement of work details the
data and final report required by the Indoor Environments Division on
radon-resistant construction practices of home builders in 1996.
Background One key priority for the Indoor Environments Division (IED)
of the Environmental Protection Agency is promoting the use of
radon-resistant construction techniques in new homes as a means of
achieving cost-effective radon risk reduction. Tracking rates of new
homes built with radon resistant construction techniques will enable
IED to measure progress and reassess strategies for promoting the use
of radon-resistant construction techniques. Data on radon-related
construction practices has been tracked since 1990. Since then,
approximately one million single family homes have been built using
radon-resistant construction techniques. Objective IED seeks to obtain
a final report with data on the number of homes built in 1996
utilizing radon resistant construction practices. Contractor Tasks 1 .
Survey builders and obtain data on at least 0.03% (estimated at
30,000) of all homes built in the United States. Homes should be
distributed in the nine census regions in proportions relatively close
to proportions in Census Bureau housing start statistics. 2. Obtain
data on: a. Subslab preparation b. Radon ventilation systems c. Slab
sealing methods d. Percent of houses tested for radon e. Percent of
tested houses that needed additional work to reduce radon 3. Prepare
and submit one bound and one unbound copy of a final report in
accordance with and containing the items listed below. 3.1 The report
will contain the following data tables: a. Single-Family Detached
Coefficients: Nine Census Regions b. Multifamily Coefficients: Nine
Census Regions c. Single-Family Detached Coefficients: 32 State Market
Areas d. Single-Family Detached Coefficients By Radon Exposure Zones
e. Multifamily Coefficients by Radon Exposure Zones f . Product Usage
by Radon Exposure Zone 3.2 Data tables will contain the following data:
a. Sample size of housing units built in 1996 b. Type of houses built
in 1996 and the percent with radon-resistant features c. Types of
foundations used in 1996 and the percent with radon-resistant features
d. Radon testing done for new homes with radon-resistant features e.
Construction methods and the percent with radon-resistant features f.
Methods employed to reduce radon g. Sealing methods used in new
construction h. Types of subslab preparation for radon-resistant
features I. Size of builder and percent with radon-resistant features
3.3 Responses from large production builders shall be limited to 500
single-family and 500 multi-family homes. 3.4 Copy of questionnaire
shall be included in the final report. 3.5 Executive summary report
written to also contain: a. Description of survey and methodology
b.Comparison of current data with data from previous surveys c.
Percentage of starter homes, move-up homes, and luxury homes and
average square footage for each type of house d. Number of builders or
other entities contacted and response rate e. By region, the
percentage of homes sampled compared with the percentage of 1996
housing starts in that region f. Statistical discussion of the
estimates 4. Single-family detached unit is defined as a single
dwelling unit that does not share any common walls or foundations with
another unit. Multifamily housing are structures, three stories or
less, containing more than one dwelling unit. Contract End Terms
Program Office reserves the right to request changes in the format
and/or layout of the final table of data. Final report as outlined
above shall be submitted to IED no later than September 30, 1997.
