Coastal Systems Station, Dahlgren Division, Naval Surface Warfare
Center, intends to procure Submersible Non Gasoline Burning Outboard
Engines. This procurement will be accomplished in two (2) phases. Phase
one (1) is for 10 each Advanced Development Models (ADM) and phase two
(2) will be a follow-on production contract. Four of the ADMs shall be
equipped with stock remote gear shift, steering and throttle control
for a 15 foot Boston Whaler. The other six (6) ADMs shall be equipped
with tiller control. Each of the ADMs shall be supplied with two (2)
fuel systems as cited in the performance specifications. The four (4)
engines equipped for remote control shall be equipped with stainless
steel propellers with pitch and diameter to allow the ADM to maintain
maximum RPM when mounted on a 15 feet Boston Whaler test boat with a
load 500 lbs. The remaining six (6) engines equipped for tiller control
shall be supplied with stainless steel propellers with pitch and
diameter to allow the ADM to maintain maximum RPM when mounted on a
Combat Rubber Raiding Craft-Large (Zodiac F 470, 1995 model) loaded
with 2100 lbs. One complete production quality Engine Maintenance Kit
(EMK) shall be provided. A draft operator's technical manual will be
provided for each of the ADMs. Draft New Equipment Training (NET) and
Instructor and Key Personnel Training (IKPT) plans will be required.
Engineering Support during ADM testing shall be provided for
approximately six (6) months after delivery of the ADMs. Phase one (1)
will be a competitive procurement and phase two (2) will be a
follow-on contract to be negotiated with the phase one (1) contractor.
The period of performance for the phase one (1) contract will be for
24 months. Phase two (2) procurement will be for approximately 1400
each of the Submersible Nongasoline Burning Outboard Engines. Telephone
