The Defense Evaluation Support Activity (DESA) intends to solicit for the engineering, logistics, and technical support activities at the Pacific Missile Range Facility (PMRF), Barking Sands, on the island of Kauai, Hawaii. Requirements include program management support, installation testing of systems, providing initial or upgraded system technical and procedural documents, conduct research and prepare Universal Documentation System (UDS) documents, prepare required planning documents for incorporating elements unique to the Pacific Missile Range Facility. Tasks include conducting site surveys and studies, providing recommendations for utilization and placement of system assets and equipment; coordination of range and system requirements in the Hawaiian area; coordinating US Navy and Joint Service program tests, i.e. including subsurface, surface, and air launched weapons systems and unmanned aerial vehicles (UAVs). In addition providing Program Management Support that involves conducting liaison with other agencies, attending meetings and providing support for presentations and briefings. This effort consists of support services at government facilities and off-sites. The related sites include, but are not limited to Wake Island, Johnston Island, Midway Island, Kwajalien Missile Range, Adack Island and Vandenberg AFB, CA. Some requirements being supported include: Communications Security (COMSEC) for related classified joint US Navy/US Marine Corps/US Army/US Air Force/other government agencies' weapons system support effort at the TOP SECRET level. This solicitation is a 100 percent set-aside for small business (SB) concerns. The small business size standard classification is SIC 8711 ($20 million in annual receipts). The request for proposal will be released on or about 5 May 97. Type of contract: Cost plus fixed fee.
