Environmental Protection Agency has a requirement for technical support
in the development of emission factors for stationary and area sources
of air pollution. The successful contractor shall 1) develop emission
factors for criteria and toxic air pollutants and 2) prepare technical
reports and materials for addition to "Compilation of Air Pollutant
Emission Factors, Volume I", commonly known as "AP-42". Specific
qualifications desired include: 1) experience with conducting
engineering evaluations of stationary and area air pollutant emission
sources, 2) experience with the development of air pollutant emission
factors and supporting materials for criteria and toxic air pollutants
from stationary and area sources, 3) experience with development of
software/databases related to air pollutant emissions from stationary
and area sources, 4) familiarity with statistical approaches to
evaluating and quality assuring air pollutant emission data, 5)
experience in report preparation and graphical displays and 6)
demonstrated technical writing and editing abilities. EPA anticipates
the award of a cost-plus-fixed-fee level of effort type contract for a
total of 89,250 labor hours consisting of a base requirement of 17,850
labor hours. In addition, the contract will allow for four twelve-month
options for 17,850 labor hours each. SIC No. 8748 applies; size
standard of $5M in average annual receipts over the last three years.
This requirement is a partial follow-on to Contract numbers 68D20160
with Eastern Research Group, 68D30001 with Pacific Environmental
Services and 68D20159 with Midwest Research Institute, which all expire
on September 30, 1997. It is estimated that the RFP will be issued
approximately 5/09/97 as full and open competition. Proposals will be
due thirty (30) days after the RFP issuance date. The solicitation and
amendments will be available via the Internet World Wide Web at
http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the
solicitation and amendments via Internet. If you will be obtaining a
copy of the solicitation via Internet, it will be your responsibility
to frequently check the same site where the solicitation is posted for
any amendments. Firms who do not have the capability to obtain the
solicitation from Internet, may submit a written request for a diskette
with the solicitation in WordPerfect 6.1 format from the contact point
at the address above; however, only those firms who do NOT have the
capability to obtain the solicitation from the Internet should request
diskettes. Diskettes will not be sent to those firms who have Internet
access. If you request a diskette of the solicitation, you will receive
amendments by mail, unless you notify us otherwise. Telephone and fax
requests will not be honored. Only one copy shall be sent to a
corporate entity, regardless of the number of requests from one or more
different geographic locations. A copy of the preliminary source list
will be issued to all prospective offerors along with the solicitation.
All responsible sources may submit a proposal which shall be considered
