Specilaist, 610-595-0630. This is a Pre-Solicitation Notice: The
Department of Navy intends to issue a Request for Proposals (RFP) for
the Strategic Maritime Research Center, Naval War College, Newport, RI.
Proposals will be evaluated on the basis of the following evaluation
factors: 1) Price, 2) Technical factors including a)Past Preformance,
b)Schedule, c)Corporate Management, and d) Selected System/
Products/Subcontractors. The work includes the remnoval of pavement and
miscellaneous plantings and landscape finishes, and the construction of
a 106,000 square foot three story building consisting of reinforced
concrete foundation wall, footing, and slab on grade, structural steel
framing with metal decking and concrete composite floor slabs; rigid
roof insulation, membrane roofing and slope metal roofing; exterior
walls of architectural pre-cast concrete with mechanically fastened
rigid insulation with a vapor barrier; interior construction and
finishes include gypsum wall board over metal studs, painting, carpet,
ceramic tile,porcelain tile, wood trim and paneling, acoustical la-in
ceiling tile with gypsum board ceiling accents; hollow metal doors and
frames and soilid core wood doors; plumbing, toilet rooms, hot and
chilled water piping, insulation, hot water heating system, steam
piping, temperature controls, underground electric work, power
distribution, interior wiring and conduit, transformers, interior and
exterior lighting, switchboards, fire protection and fire detecting
systems, underground utilities including water, steam, gas, sanitary
and storm sewer piping, telephone, and electrical lines; site work
including bituminous paving, curbing, concrete steps, metal rails,
landscape planting, stie lighting and incidental related work. Also
included is a steel communicating stair between the two renovated floor
levels as well as new exterior entry at Hewitt Hall where the bridge
attaches, and incidental related work. Three options will be included
in the solicitation to be exercised at the time of award or within 180
calendardays after award. Option 1 includes new interior stair in
Hewitt Hall, Option 2 includes 2271 square feet of operable panel
partitions. Estimated cost range is between $15,000,000 and
$20,000,000. The SIC code is 1542 and the size standard is $17 million
are applicable to this contract. The proposed contract (solicitation)
will be issued as unrestricted and is subject to the evaluation
criteria set forth in DFAR 252.219-7008 -- Notice of Evaluation
Preference for Small Bisadvantaged Business Concerns -- Construction
Acquisitions -- Test Program (APR 1996). The estimated issue date is 15
May 1997 and the estimated date of receipt of proposals is 24 June 1997
at 4:00 p.m. at Northern Division, Naval Facilities Engineering
Command, 10 Industrial Highway, Mail Stop #82, Lester, PA 19112-2090.
Bidders/ Offerors interested in obtaining plans and specifications for
this project must submit their request along with a business check,
cashier check, money order, Visa or Mastercard in the amount of $75.00
(NO FAXED REQUEST WILL BE ACCEPTED) to: Defense Automated Printing
Service, Philadelphia Naval Business Center, Building 77L,
Philadelphia, PA 19112-5094. Each check must be made payable to the
U.S. Treasury and annotated with the applicable solicitation number.
Two sets of plans and specifications will be made available to those
contractors who have tendered payment. If contract number is not
annotated as required or check is not made payable to the U.S.
Treasury, your check will be returned unprocessed. (No personal checks
will be accepted. No plans and specifications will be issued until
