SOLICITATION HQ-97-10863. POC: Tom Valentino, Contract Specialist (202) 260-1252. DESCRIPTION: EPA is in the process of procuring qualified drivers for shuttle bus services. The Director of the Facilities Management and Services Division (FMSD) has program responsibility for meeting the transportation needs of the occupants and contents of the EPA Headquarters complex, located in the Washington, DC area. A major requirement within this area of responsibility is the need for shuttle bus services within the Washington Metropolitan area. The division is responsible for furnishing qualified vehicle drivers for shuttle bus and van routes, and drivers to support EPA's Executive Motor Pool. Both services must adhere to EPA operational management policies and procedures necessary to ensure timely, effective, and safe use by personnel of facilities and equipment. Firms with the resources and the ability to supply qualified drivers are requested. The firm will be responsible for the furnishing of qualified drivers and backup driver support. Specific areas of operation include, but are not limited to, the following: 1) Waterside Mall, 401 M St., S.W., Wash. DC; 2) Fairchild Building, 499 South Capitol St., S.W., Wash. DC; 3) Ariel Rios Bldg, 12th and Penn. Ave., N.W., Wash. DC; 4) Crystal Mall 2, 1921 Jefferson Davis Highway, Arlington, VA; 5) Crystal Station, 2805 Jefferson Davis Highway, Arlington, VA; 6) Crystal Gateway #1, 1235 Jefferson Davis Highway, Arlington, VA; 7) Ronald Reagan Building, 13th and Pennsylvania Ave., N.W.; and 8) Judiciary Square, 501 3rd St., N.W., Washington, DC.. A fixed rate, Indefinite Delivery/ Indefinite Quantity (ID/IQ) contract is planned with a twelve month base period and four twelve month option periods. An estimated 39,572 hours will be required for the base period, with an additional 39,572 hours estimated for each option period. The total potential for direct labor hours is 197,860. This procurement has been classified as a Small Business Set-Aside, with a small business size standard of $5.0 million. This procurement has been designated as an Invitation for Bid (IFB).
