INDUSTRY BRIEFING: RECONNAISSANCE, SURVEILLANCE, TARGETING VEHICLE SOL

The United States Marine Corps (Marine Corps Systems Command/NSWC-CD),
in a joint effort with the Defense Advanced Research Projects Agency
(DARPA), will present an industry briefing on the Reconnaissance,
Surveillance, Targeting Vehicle (RST-V) Advanced Technology
Demonstrator (ATD) on 23 April 1997. All interested industrial,
educational, and private research and development organizations are
invited to attend. It is required that each organization limit its
attendance to three (3) representatives. The objective of this ATD is
to design, fabricate, test, and demonstrate platforms with advanced
mobility (all terrain, highly agile, hybrid electric drive, exceeds
HMMWV capabilities), survivability (suppression of all signatures,
camouflage/concealment treatment, and silent operation), sensor suite
(on-board, extended range, multi-spectral imaging and sensing, target
acquisition, target designation), and command and control (long range,
secure, positioning/navigating, cooperative engagement tactics)
capabilities. The resulting vehicles must be capable of internal
transport via a V-22 aircraft. The vehicles must be durable with
extended sustainability and will be utilized for quick insertion,
tactical and deep reconnaissance, and special forces operations. It is
planned that the ATD will deliver at least two platforms before the
end of fiscal year 2000 for testing and maturation. The industry
briefing will provide additional information concerning USMC/DARPA
goals and objectives for the RST-V in preparation for the forthcoming
RST-V solicitation announcement. The USMC/DARPA briefing will include
information about related DARPA programs and other DoD initiatives that
industry should consider as technology efforts that have potential
application to the RST-V. This one day briefing will be held on 23
April 1997 at the Naval Surface Warfare Center, Carderock Division
(NSWC-CD) in West Bethesda, Maryland. Registration will begin at 7:00
a.m. with briefings from 8:00 a.m. until 5:00 p.m. Pre-registration is
not required but is encouraged. There is no registration fee. To
register, please fax one list of attendees, with a designated point of
contact, per company on company letterhead to DARPA, 703-696-8401,
ATTN: Art Morrish or e-mail the list to amorrish@darpa.mil by 3:00 p.m.
EDT, 18 April 1997. Confirmation of receipt of registration will be
accompanied by directions to NSWC-CD, location of briefing room, a POC
for additional assistance, and parking instructions. Each requesting
attendee must be a United States citizen and state so on the request
for registration. The briefing will be unclassified. There will be an
opportunity to ask questions at the briefing. Additional questions will
be accepted at the above e-mail/fax up until 15 days after the brief to
industry. All briefing material, as well as questions and answers
addressed at the briefing, will be provided at the briefing and will be
available at the following web sites approximately two (2) days after

will remain there indefinitely. A draft solicitation will be available
at these web sites for downloading on or about 25 April. Subsequently,
the program solicitation will be issued on or about 15 June and also
be available at both web sites. All documents will be in WordPerfect
6.1 and presentation material will be in Microsoft Powerpoint Version
4.0 for Windows 95, 3.x. The program solicitation will close 60 days
after issuance. Qualified prime contractors/integrators must have the
experience and capability to support highly classified survivability
technology. This will be a five year Other Transactions for Prototypes
(Section 845/804 agreements) award which will be discussed at the
