Architect-Engineer or Engineering services are required for the Federal
Law Enforcement Training Center (FLETC), Glynco, Georgia. The Federal
Law Enforcement Training Center is a Treasury Bureau with an
interagency Board of Directors. The Center's mission is to provide the
highest quality state-of-the-art law enforcement training. It is the
principal source of training for a large number of participating
Federal and State organizations in the field of law enforcement. The
Center promotes common training where practical and utilizes new and
innovative training technologies, conducts training related research
and program evaluation activities and ensures their integration into
training operations and provides the requisite support and service
facilities to foster and maintain a state-of-the-art learning
environment. Such facilities include: classrooms and residential
facilities, properly staffed library, specialized laboratories,
recreational facilities and programs, and computer assisted training
software and hardware for students and staff. 2) Types of projects
anticipated include: new construction and alterations, renovations,
maintenance and/or repairs to: administrative offices and buildings,
warehouses, classrooms, graphic arts and media centers, multi-purpose
buildings, physical training facilities (indoor and outdoor), athletic
fields and recreation areas, cafeteria, dormitories, training areas
and buildings, driver training courses, live fire shoot houses,
explosive ranges, firing ranges (indoor and outdoor) tactical response
range and shotgun training areas, student center, computer classroom
complex and support facilities, library/learning resource center,
practical exercise facility, visitor's center, bus shelters, road and
drainage improvements, above and underground utilities and energy
management assessments. All work must be accomplished by or under the
direct supervision of licensed professional engineers and/or
architects. Services may include preparation of detailed construction
cost estimates, CPM schedules, specification development, interior
design, biddable design packages, post-construction award services,
Quality Assurance Plan preparation, construction inspection, site
inspections, demolition, drafting, shop drawing reviews, surveying,
soil borings, hazardous materials identification, asbestos abatement,
environmental assessments and energy computations. The majority of the
work is anticipated to be on existing facilities but could include new
structures such as office buildings, firearms facilities, dormitories
and classrooms. TYPE OF CONTRACT: Firm Fixed-Price Indefinite Quantity.
Estimated start date is September, 1997. At the discretion of the
Contracting Officer, one or more contracts may be awarded. Each
contract shall be indefinite-type against which delivery orders will be
placed on an "as needed" basis intermittently for a period of time
which shall not exceed 12 months or $500,000.00 (estimated amount). The
contract(s) shall have two (2) one-year option periods of 12 months
each or $500,000.00. Each contract shall have a guaranteed minimum of
$20,000.00 per year. The A-E must demonstrate his and each key
consultant's qualifications and proficiency with respect to the
published evaluation factors for all services. Evaluation factors 1
through 5 are of equal importance and factor 6 is of lesser importance.
EVALUATION FACTORS: (1) Specialized experience: Firms will be evaluated
in terms of (a) past experience with regard to the preparation of
successful budget cost or cost certification documentation,
construction estimating and life cycle costing; (b) knowledge of local
codes, laws, permits and construction materials and practices of the
geographical location; (c) recent experience with regard to the design
of work listed above; and (d) engineering expertise as reflected in
each discipline, with a special emphasis on renovation work and the
ability to meet environmental and U.S. Occupational Safety and Health
Administration requirements. (2) Professional qualifications and
technicalcompetence in the type of work required. Firms will be
evaluated in terms of the staff's: (a) Experience (including present
and previous firms) and roles of staff members specifically on design
work addressed above; and (b) capability to provide qualified backup
staffing for key personnel to ensure continuity of services and ability
to surge to meet unexpected project demands or fluctuating design
workload. (3) Ability to perform work to schedules and capacity to
accomplish multiple tasking simultaneously. (4) Past performance: Firms
will be evaluated in terms of (a) cost control techniques as
demonstrated by the ability to establish an accurate project budget and
design to this budget as evidenced by low bid amount and (b)
demonstrated long term business relations and repeat business with
Government/private customers and performance awards/letters of
recommendation. (5) Quality control program: Firms will be evaluated on
the acceptability of their internal quality control program used to
ensure technical accuracy and discipline coordinations including
cross-discipline design checks. (6) Firm location and knowledge of the
locality of the project (provided that the application of this
criterion leaves an appropriate number of qualified firms given the
nature and size of the project). Firms will be evaluated on their
affiliations with engineers and architects in the Glynco (Brunswick),
Georgia area. Interested A-E firms who meet the requirements described
above are invited to submit completed Standard Forms (SF) 254,
Architect-Engineer and Related Services Questionnaire, and (SF) 255,
Architect-Engineer and Related Services Questionnaire for Specific
Project, to the U. S. Department of the Treasury, Federal Law
Enforcement Training Center, Procurement Division, Building 28, Glynco
(Brunswick), GA 31524. A completed SF 254 shall be submitted for each
proposed key consultant. All submittals are due to the address shown
