(202) 260-1980 E-MAIL: click here to contact the contracting officer
via e-mail, lutz.sherry@epamail.epa.gov. The U.S. Environmental
Protection Agency has a requirement for six to eight qualified
laboratories to validate seven 1600-series trace metal analytical
methods for measuring at or near Water Quality Criteria (WQC) levels.
Interested parties must prequalify to participate in this study. To
prequalify, a bid, along with the following information must be
provided: a) method blank results and method detection limit (MDL) b)
specification of which methods (Methods 1631, 1632, 1637, 1638, 1639
and 1640) and matrices are being bid on. Bids to run fewer than seven
methods, or to analyze either one, three, or all four matrices (ambient
water, effluent, and reagant water matrices, or the marine matrices, or
both sets) are acceptable. Laboratories shall not be permitted to
analyze the ambient water, effluent, or reagent water matrices alone;
these matrices must be analyzed as a set. Offerors shall perform
instrument calibration that will encompass the minimum level specified.
During the prequalification phase, laboratories are required to follow
all QC procedures defined in the methods to be validated, with the
following exceptions: 1) demonstration of initial and ongoing precision
and recovery; 2) performance of matrix spike (MS) and matrix spike
duplicate (MSD) analyses; 3) analysis of field blanks and equipment
blank. Simplified acquisition procedures shall be utilized in selecting
qualified laboratories. Written inquiries may be submitted via
facsimile at 202/260-6866 or via E-mail to lutz.sherry@epamail.epa.gov.
