Army's OPTEC Contracting Activity has a requirement for a Fast Scan
High Frequency (HF) Receiver System. Method of procurement will be the
Two-Step Sealed Bidding, (IAW) FAR 14.5. The receiver will have: a
minimum frequency range of 1-30 MHz; a 60 dB Dynamic range; RF and
blanking pulse connectors; primary power of 115 volts, 60 Hz, single
phase; heaters for all temperature components; a standby mode; computer
monitored logic power supply; and the ability to operate in
environments of 30 to 100 degrees fahrenheit, ambient. The receiver
shall fit into a standard 19 inch equipment rack. System packaging and
documentation are required. Options to the system include: a receiver
processor, control computer, panoramic display, synthesized RF source,
printer and software. The Government's minimum requirements for the
receiver system are identified in the Statement of Work. Step One of
the Two-Step Sealed Bidding is to solicit at no cost to the Government,
Technical Proposals, WITHOUT prices or pricing information. In the
Second Step, only bids based upon technical proposals determined to be
acceptable, either initially or as a result of discussions, will be
considered for award; and each bid in the second step must be based on
the bidder's own technical proposals. Offerors should submit proposals
that are acceptable without additional explanation or information. The
Government may make final determination regarding proposal's
acceptability solely on the basis of the proposal as submitted, and the
Government may proceed with the second step without requesting further
information from any offeror. Proposals shall be categorized as:
Acceptable or Unacceptable. A notice of unacceptability will be
forwarded to the Offeror upon completion of the proposal evaluation and
final determination of unacceptability. Only ONE Technical Proposal may
be submitted by each Offeror. Evaluations shall be based on the
criteria in the Evaluation Clause. This is a Firm-Fixed Price Contract.
