This CBD announcement constitutes a Notice of Contract Action (NOCA).
The B-1B System Program Office (SPO), Aeronautical Systems Center,
ASC/YD announces the B-1B Defensive System Upgrade Program (DSUP) is
being conducted for the B-1B aircraft to enhance survivability during
conventional strike missions. DSUP will result in an avionics suite
called the Defensive Avionics System(DAS). The DAS will provide
enhancements in the areas of self-protection, situation awareness, and
integrated diagnostics. The DAS technical and acquisition trade
analyses have resulted in an acquisition program that will utilize
several non-developmental items (NDI) within the Department of Defense
(DoD) inventories to meet the operational requirements of the Air
Force's Air Combat Command. These NDI capabilities, combined with the
Conventional Mission Upgrade Program (CMUP) on the B-1B aircraft, will
be integrated by the Prime Contractor (Boeing North American Aircraft
Division; formerly Rockwell International Corporation). The Electronic
Warfare Subsystem will be integrated at the subsystem level by the
Subsystem Integration Team (SSIT) under subcontract to the Prime
Contractor. The baseline for the DSUP (CMUP Block F) modification is
the CMUP Block E configuration. Block E is being developed in parallel
with the DSUP. The purpose of this synopsis is only to update industry
regarding the status of the B-1B Conventional Mission Upgrade Program.
The Air Force is anticipating awarding the EMD contract in the third
quarter of FY97 to Boeing North American Aircraft Division, Seal Beach,
CA, using the authority of FAR 6.302-1(a)2(ii), "Only one responsible
source and no other supplies or services will satisfy agency
requirements." An Ombudsman has been established for this acquisition.
The only purpose of the Ombudsman is to receive and communicate
serious concerns from potential offerors when an offeror prefers not to
use established channels to communicate his/her concern during the
proposal development phase of this proposal development phase of this
acquisition. Potential offerors should use established channels to
request information, pose questions, and voice concerns before
resorting to use of the Ombudsman. Potential offerors are invited to
contact ASC's Ombudsman, Mr. Michael S. Coalson, ASC/SYI, WPAFB, OH at
(937) 255-9279, ext. 232, with serious concerns only. Direct all
routine communication concerning this acquisition to Capt Thad
