Rep. (310) 725-7585 The Federal Aviation Administration (FAA),
Western-Pacific Region, under the FAA Acquisition Management System
(FAAAMS), has a requirement for construction services where the
Contractor shall provide all materials, labor, tools, equipment (except
as specified as Government furnished) and supervision for installing
five concrete footings, erecting three 30 ft. guyed towers, providing
conduit runs, ground counterpoises, and associated work. All work is to
be performed in strict accordance with FAA specifications and drawings.
The estimated price for this acquisition is between $50,000.00 and
$100,000.00. The Standard Industrial Classification (SIC) Code is 1542.
A Firm-Fixed Price contract will be negotiated. The contract is to be
awarded tentatively in May 1997, and completed by June 1997. The award
will be based on the best value to the FAA, considering; (1) Past
Performance in related work; (2) Experience of Offeror in contracting
with Federal Agencies, and (3) Bonding and Financial Capabilities. A
job walk will be mandatory of all prospective contractors. The request
for solicitation packages are open to 8(a) certified contractors who
hold a current General Contractors license, and proof will be required.

Transportation (DOT), Office of Small and Disadvantage Business
Utilization (OSDBU), has programs to assist minority women owned and
disadvantaged business enterprises to transportation-related contracts.
This is applicable to any eligible prime or subcontract at any tier.
The DOT Bonding Assistance Program enables firms to apply for bid,
performance and payment bonds up to $1.0 million per contract. The DOT
provides an 80 percent guaranty on the bond amount to a surety against
losses. Loans are also available under the DOT Short Term Lending
Program (STLP), at prime interest rates to provide account receivable
financing. The maximum line of credit is $500,000.00. For further
