Agency is issuing a request for proposal for services to which the
Government intends to award a firm fixed price contract using the
Simplified Acquisition Procedures of FAR Part 13. The EPA is FACNET
certified. Any contractor/vendor able to meet the requirement must
demonstrate in writing by closing date. All responsible sources
solicited may submit a bid, proposal, or quotation, which shall be
considered. Interested person may identify their interest and
capability to respond to the requirement or submit proposals. This
notice is intended for competitive proposals. The solicitation
identifies the office where additional technical information can be

RFP AVAILABLE). "ROUND-TABLE" ON UKRAINIAN ENVIRONMENTAL LEGISLATION
The goal of the Round-Table is to encourage and facilitate the
development of enforceable environmental legislation in Ukraine and
facilitate cooperation between the Ukrainian industrial sector,
legislators, the government and nongovernmental organizations. I.
Background A "Round-Table" meeting on Ukrainian environmental
legislation was first proposed under the auspices of the Environmental
Work Group of the Subcommittee on Sustainable Economic Cooperation of
the US-Ukraine Binational Commission in November of 1996.
Subsequently, during a January 24, 1997 meeting between representatives
of the Ukrainian Ministry for Environmental Protection and Nuclear
Safety (MEPNS), the U.S. Agency for International Development (USAID)
and EPA, it was proposed that the "Round-Table" focus on three pieces
of Ukrainian environmental legislation: 1) the general environmental
law, 2) the law on environmental expertise, and 3) the law on waste and
hazardous waste. During a February 10, 1997 meeting of the Environment
Work Group co-chaired by Ukrainian Minister Yuri Kostenko and EPA
Assistant Administrator William Nitze it was agreed that the
"Round-Table" should be held in early or mid-May in Pittsburgh where a
successful model of industrial restructuring, economic development and
environmental improvement could provide the backdrop for a discussion
of environmental legislation. It was agreed that testimony from U.S.
industry representatives on the anticipated versus actual costs of
environmental legislation would be an important message for Ukrainian
industry representatives and government officials to hear. The
Environment Work Group agreed that the "Round-Table" should focus on
Ukraine's general environmental law and the draft laws on waste and
hazardous waste. The Environment Work Group agreed that the
"Round-Table" should look at successful models of environmental
legislation from other Central and Eastern European (CEE) countries
with presentations by experts familiar with CEE legislation. In
addition, the issue of integration or "harmonization" with the European
Union was recognized as a topic the "Round-Table" should address. It is
OIA's intention to have the bulk of the conference preparation managed
by a highly experienced contractor/facilitator who will work toward
creating an environment conducive to open communication, the exchange
of information and achieving the goals of the "Round-Table". II.
Statement of Work A. Preliminary Work and Small Purchase Management 1.
The contractor shall submit a work plan. The work plan should include
a description of the tasks to be performed and a detailed budget. 2.
The contractor shall be responsible for oversight of deliverables on
this small purchase. B. Meeting Preparation The contractor shall: 1 .
Prepare, design, and organize, in consultation with EPA, the agenda and
format for the Round-Table meeting. The meeting shall address the
following issues: a) General principles of environmental law, and
general principles of hazardous waste management legislation, and solid
waste management legislation, (RCRA, CERCLA) b) How to develop
regulations and standards that have a positive impact on the
environment and are within the compliance capabilities of Ukrainian
industry c) How market mechanisms and economic incentives might be
employed in Ukraine d) Lessons from the U.S. experience, what might
work in Ukraine, what to avoid e) Successful CEE case studies in waste
and hazardous waste legislation f) Models of general environmental
legislation that might be applicable to Ukraine g) Harmonization of
Ukrainian environmental legislation with EU legislation 2. Identify, in
consultation with EPA, and obtain expert presenters and speakers who
correspond to the issues on the agenda. At least four and no more than
five Ukrainian speakers shall be provided to make presentations from
the perspective of the Ministry of Environment, the Parliament the NGO
community, and the Industrial sector. The presenters should be
selected to represent: a) US lawmakers b) Executive Branch officials
(EPA, CEQ) c) U. S. Industry representatives d) CEE experts with
experience drafting environmental legislation e) EU experts familiar
with CEE and NIS environmental and economic conditions and European
environmental legislation f) U.S. NGO experts on CEE/NIS environmental
legislation and/or U.S. environmental legislation 3. Provide EPA with
abstracts or summaries of the presentations no less than one week
before the meeting. 4. Provide, for EPA approval, analysis of options
and recommendations for hotel accommodations for "Round-Table"
participants, including the availability, costs, and proximity to the
EPA-specified site for the meeting. The contractor shall not make site
visits without prior written approval from the DOPO. 5. Gather
assemble materials from Round-Table presenters and other background
materials that have been identified in consultation with EPA and
assemble in folders and distribute to all meeting participants at the
opening of the "Round-Table". 6. Assure that the meeting facilities
contain a sufficient number of chairs and tables for participants and
confirm that equipment such as microphone, etc., are functioning
properly. 7. Arrange for delivery to and secure storage at the meeting
site of two flip chart easels and pads, one overhead projector, and
note pads and pens for all workshop participants. 8. Identify and
obtain the services of interpreters and the necessary equipment for
simultaneous interpretation in English and Ukrainian languages. 9.
Arrange and provide transportation for all Ukrainian participants
throughout the event, including airport pickup and transportation to
and from the participants' hotel. C. At the Round Table Meeting The
contractor shall assist with all aspects of the on-site management of
the meeting including : 1. Registration of participants and provision
of name tags 2. Responding to concerns and questions from participants
3. Serving as an intermediary between participants and the site
management 4. Recording the minutes of the meeting. D. After the
Meeting The contractor shall provide the DOPO with a complete
registration list including the name, organization, phone number,
address, and e-mail address (if available) of each participant no later
than two weeks after the completion of the meeting. The contractor
shall provide a draft text of the proceedings at the same time. After
EPA approval, the contractor shall provide a final version of the
proceedings. These written materials shall be provided in hard copy and
computer diskette in Word Perfect format. E. Visits to Industrial Sites
The contractor shall: 1. Provide for EPA approval, analysis of options
and recommendations for a one-day tour of industrial sites within the
vicinity of the meeting location. The site visits should be scheduled
to follow the Round-Table meeting. The contractor shall not make site
visits without prior written approval from the DOPO. Industries to be
visited should be selected on the basis of their successful records of
compliance with environmental legislation and experience in cost
savings as a result of greater attention to environmental management.
2. Organize transportation to and from the industrial sites. 3. Provide
interpretation services during the site visits. 4. Provide a written
summary of the site visits no later than two weeks after the conclusion
of the Round-Table meeting. This summary should identify the companies
visited, the individuals who participated in the site visit, and any
relevant accomplishments of the companies in improved environmental
management or compliance with environmental legislation. This summary
shall be provided in hard copy and computer diskette in Word Perfect
format. F. General Reporting Requirements The contractor shall speak
with the Delivery Order Project Officer (DOPO) every week either in
person or via telephone to discuss project status. These conversations
shall cover current project progress, any problems, workplanning for
the next period and any proposed changes in approach or staffing.
Copies of all reports and other written deliverables shall be sent to
the EPA contact listed below. If oral briefings are scheduled for EPA
staff the EPA contact shall be notified in time to attend. All written
materials shall, to the extent possible, be double sided copies, and
shall be delivered in reusable/recyclable envelops. G. Estimate Level
of Effort The Round-Table meeting shall take place in mid-May. The
Round-Table meeting shall last two days. The site visits shall last one
day. The meeting and site visits shall take place in the Pittsburgh
area. The Round Table shall have approximately forty participants,
