69 -- DISTRIBUTED MISSION TRAINING (DMT) MANAGEMENT SERVICES CONTRACT SOL F33657-97-R-0018 POC Program Manager Joyce Bassett, (937) 255-7408, ext 202/Capt Bob Gileza (937)255-0372, ext 418 REF: Briefing to Simulation Industry, 28-30 April 97, CBD notice dated 4 Mar 97 The Training Systems Product Group (TSPG) will contract for DMT Management Services beginning in FY 99 with requirements that continue indefinitely as DMT migrates into broad based distributed training supporting many warfighter simulations. The contractor will integrate virtual, constructive, and live participants into a DMT system. The immediate focus of this contract will be to support Combat Air Force (CAF) virtual simulation with integration of constructive and live participants to follow as training concepts and operational requirements are more clearly defined. This team must act as the Game Master, scheduler, architect and developer of the warfighter DMT network for ACC and other CAF participants. Tasks for the Management Services Contractor include but are not be limited to; a: Insuring interoperability of the aggregate participants (ex: fighter attack 4-ship simulations, AWACS, JSTARS, RIVET JOINT, bombers, jammers, recce platforms, space systems, and constructive models such as NASM); b. Establishing readily available networking federations (FOM/SOM control and archive); c. Coordinating and scheduling of communication links; d. Distribution of models and data sources supporting visual, electronic combat, radar, IR, and other databases; e. Development, maintenance and archiving of High Level Architecture (HLA) complaint structures supporting data, models, and runtime interfaces; f. Enforcing open architectures, open systems, interface standards and common model use to support compatibility and interoperability between systems on the net; g. Central Database and Scenario Manager (update distribution, links, archives, etc.). The long range objective is to grow the Management Services Contract along with the growth of the broad based distributed training. Initial requirement to support command wide, inter-command, and inter-service DMT will include early planning strategies, proto-federation development and modification,testing at government and/or contractor facilities worldwide, and defining baseline standards to support contracting efforts as DMT systems are acquired. The TSPG believes this core management responsibility is the key to success of DMT. The government has not finalized the specifics of how this critical management function would be organized, deployed, structured, and empowered. Request interested simulation industries submit possible acquisition strategies and/or concept papers on management, functional structures and operations methodology to support a broad based DMT management program. Functional teaming arrangements are of specific interest. This is NOT a request for presentation of corporate capabilities; rather, the TSPG is seeking industry's best ideas of how the USAF should structure and organize contract support for DMT Integration and management. Please provide response NLT 22 APR 97. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate concerns during the proposal development phase of this acquisition.
