776-8776. This is a correction to all previous notices concerning this
equipment in order to extend the closing date to 04/14/97, and to
change the solicitation number to 4118-70515. The INL Bureau is
requesting quotations from qualified Offerors for the purchase of five
left hand drive motor vehicles. The vehicles must be compact pickup
trucks with 2 doors, extended cab, 2 wheel drive (4X2), 6 cylinder
unleaded gasoline engine, 5 speed manual transmission, two speed
electronic transfer case, power steering, power brakes with discs and
anti-lock braking system, dual exterior mirrors, P225/75R15SL all
terrain radial tires, full face steel wheels, full size spare
tire/outside mount, rear stepbumper with trailer preparation, air
conditioning, 3.0 engine size, radio am/fm stereo, driver's side air
bag, passenger's side air bag, vinyl upholstery, all dark outside
colors (must be several different ones) and all inside colors
considered, passenger restraint system, one ton capacity, standard bed
size. Offers will be considered from all responsible Offerors (U.S.
models only). Please also quote on a standard spare parts package.
Quotations from qualified Offerors are also requested for ten 250 CC
unleaded gasoline engine off and/on road motorcycles. (Quotations will
be considered from both U.S. and Japanese models). All dark colors
considered (must be several different ones). Please also quote on
standard spare parts pkg. Quotations from qualified Offerors are also
requested for one two door sport utility vehicle, at least four
passenger capacity, 4 wheel drive, 8 cylinder unleaded gasoline engine,
manual transmission, mountain ratio differential, 2 speed electronic
transfer case, ps/pb with discs and anti-locking braking system, dual
ex. mirrors, radial 16 inch tires, full face steel wheels, full size
spare tire/outside mount, rear stepbumper with trailer pre., air
conditioning, radio am/fm stereo, driver's side air bag, passenger's
side air bag, vinyl upholstery, storage/cargo room behind second seat,
all dark outside colors (must be several different ones), considered,
and all inside colors considered, rear window wiper/washer. Offers
from all responsible Offerors will be considered (U.S. brands only).
Please also quote on a standard spare parts package. All vehicles and
motorcycles noted above will be for use in Ecuador, South America. The
Government will make an award to the responsible Offeror(s) whose
offer conforms to the solicitation contained herein and is most
advantageous to the Government (i.e., that which represents the best
value to the Government), cost or price and other factors including
time period required for delivery to US Despatch Agency, Miami, FL,
considered. The combined relative merit of the technical evaluation
factors listed above will be more significant than cost or price in the
selection of the contractor. While the cost or price factor has no
numerical weight, it is a criterion in the overall evaluation of
proposals. Furthermore, the proposed cost or price must be considered
reasonable and must reflect the proposed technical requirements on the
vehicles. The Government may award a contract to other than the lowest
priced offer. In the event that two or more offers are considered
technically equivalent, the evaluated delivery time required to Miami,
FL and the evaluated cost or price will be of primary importance in
determining the proposal most advantageous to the Government. Delivery
period must be at a minimum no greater than 60 days after award,
unless an award is made for a vehicle which must be purchased off the
Manufacturer's assembly factory production line in order to meet the
Government's technical requirements. In that case, the Manufacturer's
factory production schedule for the models of vehicles required will be
taken into consideration and a longer time period may be allowed by the
Government for delivery to the US Despatch Agency in Miami, FL. For
