consists of replacing 1250 linear feet of 12 inch x 12 inch wooden
wheel curbs at Jacob's Rock Pier at the Coast Guard Academy. There is
hazardous material in the project -- CCA in the existing wood curbs.
The work will be performed at the U.S. Coast Guard Academy, New London,
CT. This acquisition is advertised on a full and open basis in
accordance with the Small Business Competitiveness Demonstration
Program. The applicable SIC Code is 1629, Size Standards is $17.0
Million. The date and time of a site visit will be included in the
solicitation package, which is expected to be available by the end of
April 1997. Contractors are encouraged to attend that site visit. The
contract resulting from this acquisition will be awarded to that
responsible bidder whose bid, conforming to the invitation, is most
advantageous to the Government, considering only price and
price-related factors. It is intended to award a Firm Fixed Price
contract in the range of $25,000 -- $100,000. Requests for the
solicitation must be in writing, specifying the Invitation for Bid
number. Telephone requests will not be honored. All requests must be
accompanied by a $15.00 nonrefundable check payable to the U.S. Coast

for informational purposes for Minority, Women-Owned and Disadvantaged
Business Enterprises. The Department of Transportation (DoT) Office of
Small and Disadvantaged Business Utilization (OSDBU), has programs to
assist minority, women-owned and disadvantaged business enterprises to
acquire short term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontractor at any tier. The DoT Bonding Assistance Program
enables firms to apply for bid, payment, and performance bonds up to
$1.0 million per contract. The DoT provides an 80 per cent guaranty on
the bond amount to the surety against losses. Loans are also available
under the DoT Short Term Lending Program (STLP) at prime interest rates
to provide accounts receivable financing. The maximum line of credit is
