C -- A/E ENVIRONMENTAL SERVICES FOR UP TO (6) INDEFINITE DELIVERY TYPE (IDT) CONTRACTS WITHIN THE LOUISVILLE DISTRICT BOUNDARIES SOL W22W9K-7031-6328 POC Contract Specialist Denise A. CONTRACT INFORMATION: The Louisville District, U.S. Army Corps of Engineers, proposes to obtain the services for UP TO SIX multidiscipline indefinite delivery contracts (IDCs) by Architect-Engineer firms to include, but not limited to, environmental site assessments, investigations, feasibility studies, and remedial designs. The contracts shall be for a one (1) year period with four one-year options, not to exceed $5,000,000 total per contract. The base year and each option year will be for a maximum of $1,000,000. Delivery orders will be firm fixed price. Individual delivery orders will be issued for actual work to be accomplished. Initially 2 contracts will be awarded with the remaining contracts to be awarded within one year in accordance with workload. The contract period (with options for additional years) will start upon successful award (not upon selection). The firms which are selected but are not awarded contracts immediately will be notified that they have been selected. This announcement is open to all firms regardless of size. In accordance with Public Law 95-507, if a large business is selected, an acceptable Small, Small Disadvantaged and Women-Owned Small Business Subcontracting Plan will be required prior to award. The following goals apply to subcontracts that the contractor intends to award. Of the contractor's subcontracted awards, the current DOD goals are: 52.5% for small business, 8.8% for small disadvantaged business firms and 3.0% for small woman-owned business firms. Large business offerors that require subcontractors should identify subcontracting opportunities with small business, woman-owned and small disadvantaged business on SF 255. Large Business firms that intend to do subcontracting must convey their intent to meet the minimum subcontracting goals on the SF 255, Block 6. Written justification must be provided if the minimum goals cannot be met. 2. PROJECT INFORMATION: Firms must have expertise in producing studies, and engineering designs under RCRA, CERCLA, and other State and Federal environmental regulations. Responding firms must be affiliated with a laboratory that is either currently validated by the U.S. Army Corps of Engineers, Missouri River Division (MRD) or required to gain the MRD validation immediately upon contract award. In addition to the MRD validation, where work under the resultant contract requires additional laboratory certification by a state, territorial, or local government, the affiliated laboratory must have or be able to obtain a required certification prior to commencement of work. Forms must indicate under project information the type of CADD system they employ, and if their system in not Intergraph, describe how they translate drawings into Intergraph. 3. SELECTION CRITERIA: The selection criteria are listed in descending order of importance (first by major criterion and then by sub-criterion). Items "a" through "d" are primary criteria, and "e" and "f" are secondary criteria. a. Professional qualifications of the key management and technical personnel to include appropriate education, training, registration/certification, overall and relevant experience for the following personnel. Two resumes are required for those personnel listed in subparagraph "c" (Capacity) below, with at least one registered/certified professional for each area specified in subparagraph "c". Personnel expertise shall include project managers, environmental engineers (PE), ABIH-certified industrial hygienists (CIH), civil engineers (PE), chemist/chemical engineer, certified safety professional, certified health physicist (for radiological projects), regulatory specialist, risk assessment specialist, geologist (PG), draftsmen, archaeologist, chemical testing technicians, soil and rock drilling and sampling technicians, wildlife and aquatic biologist, cost estimator, and ground and aerial surveying technicians. Firms must have state licensing for professionals, trade certifications and licenses as required for projects located in Kentucky, Illinois, Indiana, Ohio, Michigan, andTennessee. The states of registration and certification of each team member must be included in each resume in Block 7 of SF255. Block 7 may also include a matrix that displays the discipline, degree, years of experience, state(s) of registration/certification in each of the specialized experience categories for each person on the proposed team. b. Specialized experience in performance of environmental studies and designs conducted under RCRA and CERCLA programs and regulations as well as other State/Federal environmental laws. Additionally, firms must have expertise in risk assessment, regulatory requirements, cost engineering, ordnance and explosive waste (OEW), unexploded ordnance (UXO), chemical warfare material (CWM) and CADD. c. Capacity to perform numerous simultaneous delivery orders and sufficient staffing and/or team to accomplish same. Resumes for at least two personnel in each of the following areas must be submitted: project/technical manager, environmental engineer, geotechnical engineer, geologist, chemist, chemical engineer, civil engineer, physicist, and industrial hygienist. Evaluation criteria will be the ability to create and maintain a team with a single point of contact responsible for all efforts, size and capacity of resource pool. d. Past performance with respect to cost control, quality of work and compliance with performance schedules on DOD and non-DOD contracts. Firms must list POC names and phone numbers for each project shown in Block 8. e. Knowledge of locality as it pertains to geologic/hydrogeologic features and state environmental regulations and permit requirements for Kentucky, Illinois, Indiana, Ohio, Michigan, and Tennessee. f. Volume of DOD contracts. Delivery Order allocation will be determined based on the following: (1) Contract Minimums, delivery orders will be distributed to assure the guaranteed minimums are met; (2) Location/proximity of Contractor, projects may be at any location within the Louisville District Boundaries. Travel distance from the contractor's office to the job site may be a consideration. Current A/E work at a particular location could be a factor when distributing new work at the same site; (3) Past performance on previous delivery orders, the quality and timeliness of work delivered on prior jobs will be a factor when determining the allocation of new work; (4) Capacity to perform, the ability/capability of the contractor's staff to take on additional work will be considered. An even distribution of work is preferable; (5) Specific past experience, A/E past experience relative to a location or particular type of work could be considered when choosing 1 of the A/E firms; (6) Customer relations, during the course of the IDT contracts, working relationships develop between the A/E and the Corp's customers. Which customer is to be served may influence the decision about which A/E to use for a particular delivery order 4. SUBMITTAL REQUIREMENTS: See Note 24 for general submission requirements. Firms which are interested and meet the requirements describedin this announcement are invited to submit ONE (1) completed copy of SF255 (Revision 11/92) for prime and ONE (1) copy of SF254 (Revision 11/92) for prime and each consultant to the above address no later than 4:30 pm local time on the 30th calendar day after the date of this publication to be considered for selection. The day following this CBD announcement counts as day number 1. If the 30th day falls on Saturday, Sunday or a U.S. Government holiday, the deadline is the close of business on the next Government business day. Block 3 of SF255 must include the ACASS number for the prime contractor's primary performing office proposed for the selection. To receive information to obtain an ACASS number, call 503-326-3459. Administrative and procedural questions shall be directed to Denise Bush at (502) 625-7528. In Block 10 of the SF255, provide the following: (a) Design Management Plan (DMP). The DMP should be brief and include an explanation of the firm's management approach, management of subcontractors (if applicable), specific quality control procedures used and an organizational chart showing inter-relationship of management and various team components (including subcontractors). (b) The firms present workload and the availability of the contract team for the contract performance period. FAXED SUBMITTALS WILL NOT BE ACCEPTED. SF255 Block 10 MUST NOT EXCEED 20 PAGES. Cover letters and extraneous materials (Brochures, etc.) are NOT desired and will not be considered. This is NOT a request for a proposal. Solicitation packages are not provided for A/E contracts.
